Chinese Central Party and Chinese government established the Parallel System of Civil Servant's Titles and Ranks in order to reform the civil service promotion system to and enhance management of civil servant in sub-provincial areas.Duties and ranks as an integrated parts of civil servant management are regarded as criteria for salaries and other subsidies.How to handle duties and ranks is an important issue in reform Civil Servant Administration System.This issue has been constantly solving for years due to historical reasons and realities.At present,salary raise mainly depends on promotion of ranks and titles.Title-oriented promotion cause Narrow promotion phenomenon and "promotion-limitation"becomes a big concern.Especially for civil servants at sun-county establishments limited by its size,narrow promotion space and low salary becomes major problems.China Central Party and Chinese Administration put this issue at the top list by deciding to implement the Parallel System of Title and Ranks across the country at sub-county establishments after one-year trial.In January 15th,2015,China Central Administration office and China Administration Office pressed "Proposal on the Parallel System of Title and Ranks across the Country at Sub-county Establishments".The Parallel System of Title and Ranks across the country at sub-county establishments starts to prevail across the nation.According to the proposal,H province analyses its own reality to produce proposal Parallel System of Title and Ranks across the country at sub-county establishments.According to central government reforming regulation on Civil Servant administration,the general requirements of H province saves present system within the law of civil servant framework and builds promotion system based on tenure and ranks promotion by the guidance of Deng Xiaoping Theory,"Three Representative" Thoughts,Scientific Development,and Xi Jinping's remarks.At the end of June,30th 2016,sub-county administration departments at H-province have built the Parallel System of Civil Servant's Titles and Ranks.Most counties have accomplished ranks promotion.Meanwhile,the new criteria of ranks salary has been implemented.Generally speaking,it works well,which greatly raises the salaries for civil servants in sub-counties administration.This system greatly enhance the integrated capacity of Civil Servant of sub-county,which scientifically improve civil servant management.60%of Civil Servant of sub-counties better serve people at sub-county.There are problems arise after the implementation of this system,for example,ineffective assessment in performance of civil servant,bribery,"rank salary" bring heavy load to local finance.Those problems are urgent to be solved,which are also the direction to study.In summary,framing and implementation of the Parallel System of Civil Servant's Titles and Ranks should be well-designed,layered,and finished step by step.The exploration of the Parallel System of Civil Servant's Titles and Ranks in province should follow suit.Balancing the relationship between fairness and efficiency helps improving civil servant's salary as well as their enthusiasm and willingness,and ensure the implementation.
