Research On The Emergency Decision Method Of Network Public Opinion Emergencies Under Uncertain Environment

With the rapid development of computer technology and the increasing popularity of mobile internet terminal devices such as tablet PCs and smart phones,the internet has become the most surging place for public opinion.In recent years,various public opinion emergencies have occurred frequently,due to its characteristics of abruptness,environmental complexity,social harm,and the highly uncertain nature of evolution,which requires the relevant government departments to make emergency decision quickly in a short time to guide and control the crisis of network public opinion.Therefore,establishing a scientific,reasonable and effective emergency decision-making model for network public emergencies has a key theoretical and practical significance.For the emergency decision-making of network public opinion emergencies under uncertain circumstances,in this paper,the fuzzy multi-attribute decision-making method is applied to the emergency decision-making problem of network public emergencies and improved,consider the analysis of two possible scenarios: In case 1,with the widespread use of the internet,the outbreak of public sentiment events has changed from singleness to multiple,and the government emergency department may need to deal with the outbreak of multiple simultaneous public opinion emergencies.For situation 1,this paper constructs the network public opinion based on interval-valued fuzzy entropy of emergency group decision-making model,namely the use of interval-valued fuzzy information entropy decision criteria to determine the objective weight of each index and then calculate the internet public opinion emergency weighted aggregation interval evaluation values,and according to the possible degree of matrix to get the crisis the severity of the internet public opinion emergency order,aiming at assisting the relevant departments to deal with the priorities network public opinion crisis.In case 2,for a specific network public opinion emergency,different emergency departments may pre-determine the circumstances of multiple emergency alternatives according to their own interests.For situation 2,this paper constructs the network public opinion based on intuitionistic fuzzy entropy of emergency plan evaluation decision model,namely the decision index improved intuitionistic fuzzy entropy is used to determine the objective weights of evaluation indexes,and then calculated by weighted assembled various alternatives and the relative degree of the optimal solution according to the size of the relative degree of pros and cons for each alternative to sort,auxiliary decision makers choose the implementation of the optimal solution.Finally,a concrete example was used to verify the rationality and effectiveness of the model.The results show that the model can greatly improve the efficiency of emergency management of network public opinion emergencies.
