| "Emergency," "urgency," "uncertainty," "harmfulness," "publicity," "multi-category," and "non-procedural decision-making," among other characteristics,are the distinguishing characteristics of emergencies.How to respond to emergencies effectively and quickly is a big concern for emergency management organizations and participants in emergency management in every country on the planet.With the rapid development of COVID-19 and the incidence of extreme disasters on a global scale,an increasing number of emergency management experts and academics are devoted to the study of emergency decision-making concerns.The existing decision model for preference relationships considers only a single value for the linguistic variable.This style of processing overlooks the decision subject’s cognitive complexity.Indeed,decision makers frequently vacillate between a variety of linguistic terms.As a result,in order to solve the above shortcomings,this paper proposes linguistic dual hesitant fuzzy sets and linguistic dual hesitant fuzzy preference relations,and performs research on several areas such as consistency analysis,group consensus reaching,and alternations ranking methods.On the one hand,the article’s study findings suggest that it is theoretically possible to broaden existing linguistic intuitionistic fuzzy preference relations.On the other hand,it introduces novel concepts and strategies for dealing with unexpected emergency decision-making.This paper expands the fuzzy linguistic preference model,proposes linguistic dual hesitant fuzzy sets and linguistic dual hesitant fuzzy preference relations,studies the group decision method of linguistic dual hesitant fuzzy linguistic preference relations and its application in emergency decision-making.(1)This paper expands the fuzzy linguistic preference model,proposes the linguistic dual hesitant fuzzy sets,and defines its corresponding operation rules;proposes the equivalent form of the linguistic dual hesitant fuzzy number: ELDHFS and PLDHFS;The concept of the hesitant degree set of the linguistic dual hesitant fuzzy number is proposed,and the related definition is given.(2)This paper defines the linguistic dual hesitant fuzzy y preference relationship and the linguistic dual hesitant fuzzy reverse complementary preference;proposes the linguistic dual hesitant fuzzy preference relationship consistency judgment condition based on the linguistic dual hesitant fuzzy reverse complementary preference;we establish a maximum consistency reaching model without iteration improving process,which is time-saving compared with the classical iteration algorithms.(3)This paper constructs an intuitionistic fuzzy priority weight derivation model based on the linguistic dual hesitant fuzzy preference relationship multiplicatively consistent;Discussed the incomplete multiplicative consistent linguistic dual hesitant fuzzy preference relationships missing value determination method,and constructed the incomplete multiplicative consistent linguistic dual hesitant fuzzy preference relationship missing value determination target programming model.(4)This paper applies theoretical research to the decision-making environment of emergencies,taking into account the characteristics of emergencies requiring rapid response and timely rescue,and using the programming equation to solve the optimal strategy instead of iterative algorithms.While improving the accuracy of decision-making,it also reduces the time complexity of the decision-making model to better meet the time-sensitive needs of the emergency decision-making process. |
