In recent years,public security circumstance is increasingly critical,hemogeneous,the new situation brought about by the police chain of command and police command mechanism of change,so that public security dispatching work has become particularly important.Maintain local stability and security,for the benefit of the people side become a very challenging task.Faced with all kinds of public order cases,criminal cases,public emergencies involving steady event,we need to build up a command and dispatch system for quick response,the command scheduling system of auxiliary decision-making.In this paper,PGIS dispatching platform provides a standard interface,will involve police command scheduling related subsystems integrated into the platform business,the police on the map visual display,integrated into a fully functional,resource sharing,information exchange organic whole.Real time map display and efficient assistant decision-making system of visual command and dispatch system,thereby enhancing the efficiency of commanding and dispatching,practicability,and better serve the needs of Combat Command.The following work has been done:Firstly,analyzes the history and present situation of command and dispatch,we studied the current application and dispatching prospects in various fields,and emphasized the importance of command and dispatch system in the field of public security command.Presented to Police Geographic Information System technology to support the public security visualization dispatching system to achieve information sharing,mutual interaction,decision-making integrated command combat mode.Secondly,this thesis related GIS technology,GIS related theories made a thorough exposition.At the same time,the use of today's advanced technology,the traditional dispatching system improvements.Thirdly,the paper system needs to be analyzed,completed the overall design of the system.The system uses B / S multi-layer structure design,implementation,built on JAVA.System requirements consists of the standard address database,scheduling command,system management,etc.Fourthly,this paper based on the completion of the construction of visual dispatching systems Police Geographic Information System.Command scheduling system was designed and implemented in the standard address database,map display,information inquiry,system management functions.Complete address information in standard address database construction process and comes to the standard address transformation of coordinate information.In dispatching module using ArcGIS technology infrastructure,and complete the related to the city bureau business docking system,spatial query localization,fast query precise positioning,real-time map display functions.Fifth,after the construction,to visualize the actual dispatching system verification and performance testing.Proven,the system can meet the public security daily service dispatching,emergency at the sudden,alarm situation map display,real-time view of police resources and other requirements.System running test stage,the interface can respond to requests in a short time,and can in the case of a large number of concurrent requests efficient and stable operation.In this paper,through the study of Command and Control System,the feasibility of PGIS in command and dispatch system is verified.Promote the application of the system saves police resources,greatly improving the command center of the integrated command and man fighting ability,effectively boosting the police force to achieve scientific use of the police,visualization scheduling.
