Study On The Application Of The Police Geographic Information Systems (PGIS) In Police Intelligence Command

With police electronic maps at its cores, Police Geographic Information System (PGIS) is based on police information network and supported by geographical information technology. It’s a kind of important information technology infrastructure with the aim of providing services to public security operations management and visualization of information-sharing and decision-making.lt is a product of combining geographic information technology and public security information system and high-level applications of public security information. It can also effectively promote information integration and information sharing, realize interconnection of all departments, provinces and cities, and comprehensively raise the level of public security information.In recent years, geographical information system has made great development in the public safety field. It has already had the capabilities of multiple-source data fusion, spatial analysis and graphics visualization, which Provided technical support for access to geospatial intelligence.PGIS is an important part of the Golden Shield project, and was listed in the first-class project of the Golden Shield programme. This essay takes the mode of intelligence-oriented police as the backgroud to explore the application of PGIS in police intelligence command based on the PGIS project of Putian Public Security Bureau and the author’s daily practice of police intelligence command.In the first part, this essay focuses on the current situation of PGIS technology at home and abroad and discusses the important role of PGIS in the current police reform of police affairs guided by intelligence. Then, it analyses PGIS system building, components and the corresponding function in the work of the intelligence command.The third part expounds on the application of flat crime command, four-color early warning analysis, Early-warning analysis and statistical analysis in police intelligence command.The final part is about the application of PGIS in Putian Public Security Bureau intelligence command work. It’s proved that PGIS system can meet the application requirements of the current police intelligence command, effectively increase the decision-making level, improve dispatching efficiency and promote the police mechanism reform.The innovation of this paper is the combination of PGIS application and intelligence-oriented police mode. With police geographic information application platform, we can quickly build and develop intelligence information application on the basis of integrated intelligence information database and geographic features, associated with maps and various forms of visual display, which can meet the requirements of decision-making analysis, thematic analysis, track query. For the current intelligence led police reform put forward a feasible solution, and successfully applies to the intelligence command and police reform in our city, which has a broad application value.
