Government's purchasing public services from social organizations is an important reform of public administration.It also provides a great opportunity to clarify the boundary and to reshape the relationship between government and society.However,it's very common to find delayed disbursement of money,poor continuity of project,ineffective supervision,confused purchasing procedures,unclear distinction of responsibilities and risks.In a word,government is playing a more powerful role than social organizations in government purchase of services in China today.The cause of such kind of situation lies on the unclear position and relation between government and social organizations.Based on principal-agent theory,the essay explored the relationships between government and social organizations in the government purchase by describing and analyzing the practice in J District,Shanghai.Here is the main founding: generally speaking,in the practice of government purchase,the relation between government and social organizations belongs to the principle-agency relation.Firstly,the ownership and management is separated because government holds ownership while social organizations are in charge of management.Secondly,the utility of government and social organizations are not consisted in all aspects.Thirdly,the information is asymmetric.In most cases,social organizations have more private information.However,in some cases,government does have some private information that is very difficult for social organizations to get aware of.And to reshape the relationships between government and social organizations,a stable source of finance of social organizations,a more overlapped utility between government and social organizations,a better bidding and supervision mechanism are needed.
