Research On Social Security Fraud Governance

With the rapid development of China's economy,the needs of the people's better life and the arrival of a well-off society in an all-round way,the development of China's social security industry is promoted.However,in the process of development,social security fraud also exists,along with the Standing Committee of the National People's Congress.Regarding the "Penal Law of the People's Republic of China","the interpretation of Article 266,the establishment of fraud,forgery and other means to defraud the social security treatment,was defined as "fraud crime",the introduction of this interpretation promoted anti-fraud work launch.In this year's "two sessions" ministerial channel,Hu Jinglin,director of the Medical and Social Security Bureau,responded to a reporter's question and said that it is necessary to carry out special crackdowns,change the soft and current status of medical insurance management,and compact the responsibility at all levels.It can be seen that the fight against fraudulent insurance is still a top priority,and it is an issue that needs urgent governance.Based on the theory of information asymmetry,this paper studies the content analysis method,uses the verdict as the analysis unit,and draws on the experience of foreign anti-fraud governance,and proposes social security fraud countermeasures suitable for China.The core of information asymmetry theory lies in the acquisition of information,adverse selection and moral hazard are important analysis mechanisms of information asymmetry.In social security fraud,the key factor of fraudulent antegrade is the inaccurate information acquisition.Insured units attempt to reduce the fees by falsifying false materials,not paying fees or concealing the base of payment.This kind of behavior triggers adverse selection.In the payment link,the insured individuals or the insured units take the social security through concealed means.Gold or impersonation treatment,this behavior triggers moral hazard,the information dominant party deliberately conceals action or information,making the information disadvantage party unable to obtain valid and real information,thus making the wrong behavior,which is information asymmetry.Therefore,based on the principle mechanism of information asymmetry theory,this paper analyzes and summarizes the causes of social security fraud behaviors,and based on the experience of foreign governance,and the reality of social security fraud in China,puts forward reasonable and effective suggestions,through research and combination.In the theory of information asymmetry,adverse selection and moral hazard,the paper proposes countermeasures from three levels of governance.First,it raises the punishment for fraudulent behavior,and proposes the construction of anti-fraud individual legislation and credit system,which is linked to civil society activities;The second is to improve the supervision of fraud.It is recommended to set up a separate anti-fraud agency or department,attach importance to the role of social organizations,especially social workers,accelerate the construction of modern information systems,establish an information sharing mechanism,and improve and use rewards.;The third is to improve the prevention of fraud,increase the exposure of law-enforcement and social security fraud cases,train relevant staff,and improve moral quality.
