In recent years, along with the rapid development of the I nternet, a variety of eve nts that endanger the user information securi ty events emerge in endlessly, the network infor mat ion se curity has be come the wor ld’s attention. At the same time, the network information securi ty pr oblems have attracted the attention of the Chinese governme nt. On February 27 th, t he central networ k security and informati on leading group was est abli shed in Beijing, Chinese President Xi Jinping headed personall y. This is the first se t up by the highest state leaders headed to mainta in network securi ty te ams.It declared the country in t erms of network informati on securit y has ushe red in a new turni ng point, which means that our country has been rai sed t o the level of network information security national strategy.In this thesis, t he text introduced be tween 1994-2013 network information se curit y management pol icy for the study, the network information security management pol icy on the basis of theoretical sort, from a policy body, the polic y themes and policy tools to expa nd research in three perspectives. Support the c ase for policy tools; for the three main r esearc h content, t his t hesis will be using social network analysis to study the relationship between policy actors; co-word analysis of the use of structural policies in the fiel d of networ k information security management policy research This t hesis is mainly quantitative analysis policy based on the ana lysis i n the text. In this pa per, the behavior of the subject of network information sec urity management policies, policy areas and policy tools to s upport divisi on of mult i-faceted and s ystematic i n- depth study by s tudying three aspects of this unfold, one can on t he subject of net work informati on sec urity management policy s itua tion have a better grasp, and thus t o analyze and solve the formulati on and impleme ntation of network infor mat ion security management policy during the relevant function al depa rtm ent s loc at e a bet ter unde rs tan ding of the situation is no t c lear; Se cond,through our network of information security manageme nt policy policy ar eas analysis,ca n be mor e accurate unders tandi ng of the field of net work and infor mat ion security management policy of the current concerns, we find it easier to ne twor k informati on s ecuri ty management policy ar eas if there is a miss ing is sue; the third is to supportquantitative research per spective on policy t hrough pol icy tools, analysi s stage policy tool usage, the use of policy i nstr uments to i dentify the problems, to provi de reference for improving network sec urity management policy information syst em construction in China.Through this thesis, obta ined in a single sector policy- making body issued a document-based, large-scale participation of the main policy gradually increasing coope ration between the main policie s can be further enhanced; Second, China’s network information s ecuri ty management policy can be divided into seven areas ca tegory Policy Theme-rich but uneven dis tribution policy blind spots exi st; and finally found our networ k information s ecuri ty management policy tools in the form of relatively simpl e, does not form a comprehensive use of policy instruments, in particular the l ack of demand policy, face through quantitative research, loss quite s erious.
