Research On Sercice Efficiency Evaluation And Influencing Factors Of Pension Institutions

Recently,the number of the elderly population a is growing rapidly in Chin,the degree of population aging lso shows the characteristics of empty nesting,aging,disability,poverty and so on in China.How to further allocate the resources of pension services scientifically and improve the service quality of old age institutions will pose new challenges to the supply system of socialized pension services,the allocation of various resources of pension services and pension facilities.The traditional home-based pension model has been difficult to meet the diversified needs.In recent years,with the increasing size of pension institutions,institutional pension has become an important support in the social pension system.How to improve the input-output efficiency of pension service institutions through further scientific allocation of pension service resources,improving the service quality of pension service institutions and promoting the sustainable development of pension service institutions,which has become a major concern and urgent to be solved by the government,society and theoretical researchers.However,quantitative and comprehensive research on the service efficiency of pension institutions and its influencing factors has not been carried out from the perspective of input and output,after eliminating the influence of environmental factors and external interference.Based on the above background,this paper evaluates the service efficiency of Chinese pension institutions by collecting the statistical data from 2007 to 2016,using the three-stage SBM-SFA model and evaluating the Service efficiency of Chinese old age institutions.It also compares and analyses the differences of the efficiency values between the east,the middle and the West regions.Taking the West as an example,this paper establishes a Tobit regression model to analyze the relevant factors affecting the service efficiency of the pension institutions.The results show that the overall efficiency of pension institutions in China is not high,and the service efficiency of pension institutions is underestimated under the interference of environmental factors such as per capital GDP,financial autonomy and urbanization rate,while the number of rehabilitation clinics has apositive and significant impact on the service efficiency of pension institutions in the western region;the average length of education and the proportion of nursing staff in pension institutions have a negative impact on the service efficiency of pension institutions in the western region.The distribution density of pension institutions,basic pension per capita and operating income of pension institutions have no significant impact on their efficiency.It further puts forward some policy suggestions,such as strengthening the support of the national pension service policy,increasing the investment in pension institutions in the western region,strengthening the publicity of pension service,comprehensively improving the quality of pension service and enriching the service content,improving the level of medical service,promoting the deepening development of the combination of medical and nursing,effectively controlling the number of nursing staff,and establishing a team with high professional quality.
