Research On The Efficiency And Influencing Factors Of Government Pension Service Expenditure

With the development of economy and society,China has entered an aging society,and the growth trend of aging is in the forefront of the world.With the continuous advancement of the aging society,we can see that many contradictions have begun to emerge.According to the Health Development Statistics Bulletin released in 2019,China's per capita life expectancy has reached 77 years by 2018,an increase of 2.17 years compared with 74.83 years in 2010.The increase in life expectancy has led to a significant increase in the demand for aged care services in China.However,China's pension service system is still not perfect,and there are problems such as uneven regional development and low service quality.Pay attention to it.How to make rational use of the financial expenditure of government pension services and improve the efficiency of pension service expenditure is a difficult problem to be solved.This paper intends to calculate the government pension service expenditure from 2010 to 2017,analyze the changes in the efficiency of pension service expenditure and analyze its influencing factors.Through the Super SBM method to calculate the efficiency of 28 provincial government pension service expenditures during 2010-2017,this paper finds that the efficiency of government pension service expenditure is generally not high,and the average efficiency value is only five provinces.The difference between provinces is obvious.In terms of regions,the efficiency of the eastern,central and western regions is quite different,the efficiency of the eastern region is the highest,and the efficiency of the western region is much lower than the national average.Therefore,based on relevant research,this paper summarizes the main problems existing in the current government pension service expenditure and the construction of the aged care service system,and analyzes it.Then based on the efficiency value,combined with domestic and foreign related literature,select the seven indicators such as regional development level,marketization degree,fiscal decentralization,opening to the outside world,population density,old-age dependency ratio and education level,and analyze these factors.The impact on efficiency values.The results show that fiscal decentralization and education level have an impact on the efficiency of national government pension service expenditures,while the three eastern,central and western regions have different influencing factors.Finally,through the analysis of the article and the previous scholars' research,the paper puts forward relevant policies to improve the efficiency of government pension service expenditure,and puts forward suggestions for accelerating the development of China's old-age service.
