Research On The Supervision Of The People's Livelihood Project Of The Government By The Deputies To People's Congresses

As the core of the people's Congress system,deputies to people's congresses have political,resource and organizational advantages that other organizations,groups or individuals cannot compare in participating in the management of state affairs,in social governance and in improving government public services.It also provides an effective channel for the expression of social interest groups.People's livelihood projects assume the function of protecting public interests.But,due to the influence of many factors,problems such as "political achievements project","face project","bean curd project" and so on appear frequently,and even become "civil grievances project".Run counter to public opinion and public interest.Deputies to people's Congress,as reviewers of public opinion and public interests,must play a role in supervising the government's livelihood projects.However,because the system of the people's Congress in our country is still not very perfect,there are still problems such as formalization of the people's Congress deputies' duties in the supervision of people's livelihood projects,difficulties in implementing the deputies to people's congresses' recommendations,low utilization of rigid means of supervision,lack of decision-making power,and so on.Effect of supervision is not ideal enough.How to improve the inclusive,scientific and feasibility of the government's livelihood project through the deputies to people's congresses' supervision,and ensure that the people's livelihood project can meet the public interests to the maximum extent is the key point of this paper.This article carries on the research and analysis through the supervision subject,the supervision content,the supervision way,the supervision effect and so on four levels.Taking the deputies to the People's Congress of Yuyao City in Zhejiang Province as the main body of supervision,and taking the people's livelihood project of the "five water co-governance" in Yuyao City of Zhejiang Province as the content of supervision,this paper studies and analyses the supervision methods of people's livelihood projects carried out by deputies to the People's Congress,and evaluates the effectiveness of supervision.The study found that the inspection activities of deputies to the National people's Congress are mere formality,the recommendations of deputies are difficult to implement,the rigid means are insufficient.The reason lies in the people's Congress deputies' insufficient ability and the unreasonable composition structure of the deputies.Represents the role of conflict of interest,on behalf of the performance of the environment needs optimization and other aspects.On the basis of this,the paper puts forward the countermeasures and suggestions to improve the effect of the people's Congress deputies' supervision of people's livelihood projects from the following four aspects: promoting comprehensive quality of the deputies,the optimization of the composition of the people's Congress,the exploration of the full-time people's Congress deputies,to ensure that the people's Congress deputies to perform their duties and so on.The purpose of this paper is to provide a reference for further improving the actual effect of the people's Congress' s supervision of people's livelihood projects through the proposal of these opinions and suggestions.
