With the continuous development of China's economy and society,people's tourism market demand is growing rapidly and rapidly,tourism economy has broad prospects for development,and the market-oriented development of tourism has stimulated the development of other industries,making tourism more prominent in the development of national economy.While the tourism industry is developing rapidly,the economic value of public tourism resources is becoming more and more obvious,and the business model of public tourism resources has become a research hotspot.In the process of tourism development,the market-oriented management of public tourism resources is undoubtedly the most important in the current tourism development process,and it is also an area where there are many policy discussions.This paper mainly studies the optimal allocation of public tourism resources,combines the new public management theory and the capitalization theory of tourism resources,and through the in-depth analysis of the case of the marketization of public tourism resources in Huaqing Palace of Shaanxi,summarizes the development of Huaqing Palace enterprise by scenic spot management.The successful experience of industrial development such as tourism performance,cultural creativity,commodity service,theme hotel,etc.,also provides new ideas for horizontal integration,vertical development and comprehensive development for the same kind of tourism-oriented tourist attractions in the country,taking the lead in exploring and constructing cultural tourism as the guide.The panoramic experience-based comprehensive leisure resort development model has formed the “ Hua Qing Gong experience ” with national demonstration significance.However,in the process of marketization,the paper proposes the path and mode of marketization of public tourism resources in view of the unplanned planning of cultural relics in Huaqinggong Scenic Area,the lack of deep exploration and utilization of cultural assets,the lag of the development of hot spring industry,and the slow development of cultural and creative products.At the sametime,it puts forward suggestions for comprehensively promoting global tourism,strengthening government management functions,appropriately adopting PPP mode and making full use of Internet+.It is hoped that the research results of this paper can play a certain role in the market development of China's public tourism resources.
