In recent years, public management serve as a new field of research has aroused wide attention among various functional departments of the country, and gradually led to a wave of professional management that emphasize competition mechanism, in order to break the bondage of traditional concept, to originally express that the public sector human resources management in the new period should attach great importance to the response activity, lay more emphasis on the trend of performance evaluation and the main direction.Under the drive of this emerging tide, China also began the uninterrupted exploration on the original administrative behavior patterns, and gradually formed a new type of human resource management which public service serve as the breakthrough. In recent years our government learned from some public sectors, especially the experience and lessons of human resources management reform for many enterprises and institutions to provide a reference theoretical support and original material for our country to adapt to the promotion of public sector human resource management outsourcing under the new situation. At present, human resource has become the most important resources of "strategic" in industry development, social progress, the progress of science and technology, accordingly, human resources management activities in the public sector has become a top priority in the modern society public sector management. Since the public sector is the basic sectors of social productive forces, are responsible for the maintenance of social order, and provide public functions, therefore, more and more countries have been look into this emerging topic of human resources management in the public sector.Since the founding of our country,we has never stopped the practices and reform of public sector human resource management, however, affected by the conditions and other objective factors, the reform never get rid of the old traditional model, namely, superficial change. As in the past our country public sector human resource management usually focuses on relatively low value stuffs such as bonuses, benefits distribution and personnel mobilization. This led to most of the public sector can't effectively carry out organizational decisions, and greatly reduce the efficiency of its related management functions.In this paper, based on the above-mentioned case, we suggest that through appropriate outsourcing the relevant functional departments of public sector human resource management, to get rid of inefficiency, repetitive work and change the pattern of the department functions and priorities, to improve the original inefficient mode. In addition, on basis of existing studies, from the perspective of efficient and functional focus of public sector human resource management, this paper used a large number of practical basis and theoretical support to test the feasibility of our public sector human resource management outsourcing, compared the concrete way of outsourcing, and finally systematically summarized the specific concept of public sector management of human resources outsourcing. Existing research confirms that our country has encountered many bottlenecks in the process of carrying out public sector management of human resources outsourcing, this paper also effectively address these real problems exist in-depth discussions and put forward specific recommendations in line with China's actual conditions.
