At present,China is committed to joining the GPA Agreement of the World Trade Organization.Before joining the GPA Agreement,how to integrate the concept of green procurement in the preamble of the Agreement into China's green government procurement public policy has become an important research topic.The EU's green public procurement is at the forefront of international green procurement practices.This article first describes the origin,background,problems to be solved and the corresponding public guiding policies of the EU green public procurement system,and then introduces the 2014 procurement directive as the core.,with other relevant directives,regulations governing the EU green procurement function,and the European Community Court's case law,the green public procurement legal norm system,and then elaborate the EU green public procurement standards,procurement method bid evaluation methods,and contract implementation supervision methods,Comprehensively and systematically display the norms and norms of the EU green public procurement system.Finally,by comparing the differences between China's green government procurement and the EU's green public procurement,we find out the shortcomings of China's green government procurement,and learn from the EU green public procurement system.The practical experience and suggestions for improving the public policy of green government procurement in China.
