The South China Sea issue is one of the most serious challenges to China's territorial sovereignty.The South China Sea issue concerns not only the territorial sovereignty over South China Sea islands,but also China's sovereignty and maritime rights and interests in the South China Sea.The rapid development of China and the intervention of the United States have gradually turned the dispute of the South China Sea into a contest between China and the United States over containment and counter-containment in the Asian-Pacific region.This paper uses the historical research method,the literature research method and the comparative analysis method to present and analyze the South China Sea policies of the Obama administration and the Trump administration(2009-2019)from the perspectives of politics,economy,diplomacy,military,international law and public opinion.It can be found that the South China Sea policy of the United States(2009-2019)is more targeted and provocative than that of previous United States administrations.The strategic intention behind the United States policy in the South China Sea includes the following three points: first,safeguard the strategic interests and security interests of the United States in the Asian-Pacific region;second,the strategic containment and the strategic anxiety over the rise of China;third,maintain the strategic credibility of the United States by appeasing its allies in the Asian-Pacific region.The influence of the South China Sea policy of the United States on China ismainly manifested in the following aspects: restrict the development of China's maritime power strategy,block in the China's economic development in the South China Sea,go against to promote the construction of a new type of power relations of China and the United States,compromise China's security and stability of the South China Sea,increase the difficulty of legal rights protection in China and defame China's international image.China needs to take an active role in advancing the resolution of the South China Sea issue.First of all,China can enhance its own strength and hold the power of speech and the dominant right in politics,economy,diplomacy,military affairs,legal norms and public opinion guidance.Secondly,on the basis of keeping the bottom line,China should seek areas of cooperation and common economic interests between China and the United States in the South China Sea,strengthen mutual trust and communication between China and the United States,and thus strengthen crisis management and control in the South China Sea.Finally,China should deepen dialogue and cooperation with claimants in the South China Sea to ease tensions with them over the issue.China is willing to work with countries in the South China Sea and countries outside the region--led by the United States,to contribute to peace and stability in the South China Sea and promote peace and development in the Asian-Pacific region.
