Corruption of public power was accompanied by a social phenomenon. Under the conditions of modern society, public corruption has become in the field of economic and social and political development of a major threat, and hated by the people, world governance of States against corruption has also become a priority. At present, China is in a period of rapid social transformation, marketization, industrialization, urbanization and modernization development of unprecedented sharp increase in social wealth, political power of economic activities broad interventions and institutional mechanism for power supervision mechanism defect, becoming an important background rapidly breeding and spreading of corruption. Under "Transparency International" (Transparency Internation) 2014 published world corruption perception index (CPI) ranking, China is in a more serious state of corruption. There is no doubt that corruption exists and the situation has on China’s economic and social and political developments constitute an enormous threat. Fight against corruption the ruling party’s ruling status, rise and fall of the survival of State power, and the immediate interests of the people, which is an important political party and the Government’s consistent and persistent. Since the reform and opening, market transformation, social transformation and institutional corruption during the conversion of new characters, new situations and new trends, the ruling party and the Government in the fight against corruption concept, system and mode, and conducted a lot of research and innovation, has also made an important achievement. Since the 18th Conference of Communist Party, under the leadership of the ruling party and the Government’s fight against corruption has entered a new stage. According to the data released by the Central Commission for discipline inspection supervision website, as of July 31,2015, a total of 896 more than the Department or Bureau level of corrupt officials were investigated and punished. Among them, the provincial and ministerial level officials from more than 88, Department officials,808. Compared to the 1993-2002,2003-2012, scale and level of officials investigating corruption during the two decades before, the data show the Communist Party since the 18 fight against corruption has made remarkable achievements in China, also suggests that the current situation of corruption are still faced with a very serious situation. This study suggests that the provincial and ministerial level officials and Department-level officials is an important part of Chinese officials in two groups. Provincial and ministerial level officials are major principles and policies of China’s economic and social development actors and decision makers, directly related to the direction and path of development in China; the Office of Secretaries is the follow-up to and implementation of macroeconomic policies, directly related to the implementation of public policies and concrete results. Both groups may have knowledge of public power or in public resources for China’s economic development, social construction and political life is key to huge crowds and officials in the "critical few". Therefore, both levels of official corruption in China’s governance role has more critical damage.
