With the acceleration of urbanization,the demand for urban infrastructure construction is also increasing.However,in the process of these infrastructure construction,the infrastructure that should have benefited the overall interests of the society was boycotted by the neighboring residents because of its negative externalities,that is,the problem of neighborhood avoidance in urban governance.The problem of urban adjacent avoidance is constantly emerging,and the related research is increasingly appearing.This paper finds that the deep-seated reason for the problem can be attributed to the mutual game between the " growth alliance" dominated by the government and facilities construction operators and the " community alliance" dominated by the public.The smooth expression of the interests of the " community alliance" has become the root cause of the conflict between neighboring countries,but it is also the key to solving the dilemma of neighboring countries.This article mainly starts with civic education in the governance of urban neighborhood,that is,how citizens can express their interests more reasonably and institutionally.In the study of civic education,it includes " who will be the subject of civic education in the governance of neighboring problems"," how to carry out civic education"," what is the content of civic education in the governance of neighboring problems" and " what kind of educational effect should civic education achieve".Based on the important links of " reasoning by events" and " theory by events",this paper selects four typical cases in recent years from the perspective of the classification of neighboring facilities of " environmental pollution"," risk gathering"," psychological displeasure" and " stigma" and finds out the following challenges and analyzes their deep-seated reasons: First,the " inertia of decision-making subject" and " cognitive bias" in the policy-making of " growth alliance" lead to the simplification of civic education subject;Second,the content of civic education in the governance of neighboring avoidance problems " emphasizes knowledge instillation,neglects practice training" and " emphasizes emergency response,neglects prevention in advance",resulting in the one-sided content of education;Third,the existence of " two public opinion fields" and the rapid development of new media on the Internet have led to the improvement of civic education methods.Fourth,the " social public spirit" is insufficient and the " social learning mechanism" is not perfect,resulting in the effect of civic education to be improved.Based on this,this paper focuses on the promotion of civic education in the governance of urban neighborhood problems,and explores civic education in the governance of neighborhood problems from the perspectives of constructing diversified educational subjects,enriching educational contents,perfecting educational methods,and improving educational effects,with a view to promoting the rationalization and institutionalization of citizen interest expression and promoting the institutionalization of urban neighborhood problems through civic education.
