Analysis On The Influencing Factors Of Land-Expropriated Farmers'Rights And Interests In Dongtai City And Research On The Protection Of Their Rights And Interests

In recent years,the speed of urbanization in all parts of the country has been further accelerated,and the problems of the rights and interests of land expropriated farmers have been more and more prominent.Taking the Dongtai city as an example,this paper takes the status of the rights and interests of land expropriation farmers in Dongtai as the research sample,analyzes the defects in the existing institutional policies,and explores the new path to improve the rights and interests of the farmers in the public management institutions,and tries to provide a reference for the protection of the rights and interests of the farmers in the land expropriation.This study first defines and sorts out the core concepts of land expropriated farmers,land expropriated farmers' rights and interests,social security and so on.After understanding the relevant theories and concepts,by summarizing and sorting out the living conditions of the land expropriation farmers in Dongtai and the implementation degree of the relevant policies of the current rights and interests of the group,it is concluded that the Dongtai city has gradually constructed the relevant mechanism of the protection of the rights and interests of the local land expropriation farmers according to the document spirit of the superior units.There are still some deficiencies in the special policy of protecting the rights and interests of land expropriation farmers.On the whole,there are still some defects,such as the inconsistency of the government security policy,the inadequate implementation of the protection policy of rights and interests,the low social insurance standards,the lag of the implementation of social security,the limited training of the existing skills and the limited role of the employment service.Based on the findings of the above problems,the following suggestions are put forward,namely,the first,to deepen the reform and improvement of the relevant policies for the protection of rights and interests,to unify the compensation standards and measures for the peasants in the land expropriation,to rationally adjust the funds and structures of the social security and to improve the social security policy of the farmers in the land expropriation,and the second,to strengthen the government.The construction of policy implementation mechanism,improve the organizational work level of the executive organization,and improve the responsibility supervision mechanism of the policy implementation;thirdly,introduce the flexible and flexible compensation policy with the economy and society,change the single compensation and resettlement,explore the establishment of land expropriation farmer development fund,and establish the dynamic minimum living guarantee for land expropriation farmers;Four,efforts should be made to create a good environment for policy implementation,to promote the transformation of land expropriation farmers to the citizens,and to promote the construction of village reconstruction projects in the city;fifth,the reemployment project plan of land expropriation farmers,a sound preferential policy and a sound reemployment training mechanism.
