Study On The Role Of Government In Xuzhou's Energy Development

Energy is an important material basis for the survival and development of human society.Energy has not only a high market attribute,but also an important field of national economy,people's livelihood and national security.Therefore,it is necessary not only to give full play to the market decisive role,but also to better play the role of the government.The development of China's energy industry has undergone a transformation from planned economy to market economy,but there are still a lot of links and fields that need to be reformed urgently.The only way for China's energy development is to enter the lending market,stimulate market vitality and give full play to the decisive role of the market in the allocation of resources.From the point of view of the role of the government,compared with other industries,China's energy industry has a low degree of marketization,more planned economy left behind,offside,vacancy and dislocation of government functions at the same time,and there is a greater room for improvement.Firstly,this paper analyses the background and significance of studying the role of Xuzhou municipal government in energy.The background of this paper is that the high quality development of energy increasingly requires the market and government to play an effective role together.The significance is mainly to provide reference for other cities in Huaihai Economic Zone and other similar resource-exhausted cities by studying Xuzhou.This paper mainly focuses on the combination of normative analysis and empirical analysis.While studying Xuzhou's own reality,it also pays attention to finding ideas from relevant theories and countermeasures from experience and practices in other regions.The main research methods include literature research,case study and comparative study.The main innovation of this paper is that it combines a new round of institutional reform and the transformation of government functions,as well as the new trends of energy development since the 18 th National Congress.The difficulty is that some key data are missing,and specific policy recommendations are difficult to verify in the short term.Secondly,this paper analyses the relevant concepts and theoretical basis.This paper mainly expounds the energy functions and functions that the government should perform at the level of necessity,and then analyses several theories with relatively high degree of correlation.One is the externality theory,the other is the new public management theory,the third is the new public service theory,and the fourth is the governance theory.These theories are the basis of analyzing problems and putting forward countermeasures.Thirdly,this paper further analyses the current situation of Xuzhou government's role in energy development.Comparing with the duties that should be performed at the proper level,this paper analyses several outstanding problems at the actual level,and makes an analysis of each problem.Fourthly,in order to further expand the research horizon,this paper studies the experiences and practices of some regions at home and abroad.These existing and proven successful practices are worthy of Xuzhou's reference.Of course,in the process of reference,we should pay attention to combining with the local,abandon instead of absorb blindly,and explore a road in line with Xuzhou's reality on this basis.Fifthly,after studying the relevant theories,current situation and experiences and practices of other regions at home and abroad,this paper puts forward several suggestions on the role of Xuzhou municipal government in energy development.Each aspect of the proposal is divided into several specific measures that can be implemented to improve effectiveness and pertinence.Finally,this paper draws the conclusion that Xuzhou government plays an important role in energy development.That is to say,the government can't do nothing in the energy development,and can do a lot,but it can't act in disorder and have power and caprice.It must be guided by the theory of public management,absorb the experience and practices of other regions,adhere to the problem-oriented approach,and focus on solving the outstanding problems of Xuzhou government's role in energy development,so as to promote the high-quality development of energy in Xuzhou City.
