Research On The Optimization Of Grass Roots Government Functions In The Transformation Of New And Old Kinetic Energy

With the development of the times and the progress of society,the state has paid more and more attention to the performance of government functions,and proposed that the core role of the market in the allocation of resources should be brought into play to stimulate market vitality.After the 19 th National Congress of the Communist Party of China,China’s socialist economic construction has entered a new era.The state vigorously promotes the reform of "decentralization,management and service",streamlines administration and decentralization,changes government functions,and reforms the mode of supervision and management.Now,China’s economic development has entered the "three new" stage: new development stage,new development concept and new development mode.The transformation of new and old kinetic energy is the endogenous demand to promote the realization of the new development concept of "innovation,coordination,green,opening and sharing" in the new stage of development and smooth the new pattern of double circulation at home and abroad.China’s economy is changing from the period of pursuing rapid development to the period of pursuing high-quality development.Only through the transformation of new and old kinetic energy can we realize the transformation of development mode,the optimization of economic structure and the transformation of growth power,so as to solve the development problems of China today.It is imperative to optimize the industrial transformation and upgrading and complete the effective conversion of new and old kinetic energy in B County,which takes chemical industry and plate processing industry as the economic pillar.However,the local government plays an important role in whether the new and old kinetic energy can be continuously transformed and whether major projects can be smoothly carried out.Based on this form,this study is based on the practical background of the transformation of new and old kinetic energy,combined with the market failure theory and new public service theory,taking county B of Shandong Province as an example,and combining theory with practice,to systematically study the optimization of grass-roots government functions,and finally put forward effective suggestions on the implementation of new and old kinetic energy major projects and the optimization of grass-roots government functions,so as to provide reference for improving the grass-roots governance system,improving the management system,improving the management system,and improving the management system To enhance the ability of government governance and provide important intellectual support for modernization.This paper systematically combs and analyzes the problems in the process of the transformation of the new and old kinetic energy,such as the deviation of planning guidance,the lack of financial policy guarantee,the low level of public service supply,the blind area of market supervision and so on.Taking Changle County and Junan County in Shandong Province as typical cases,this paper summarizes and analyzes the effective experience of government functions in the process of industrial transformation and upgrading.Finally,this paper puts forward policy suggestions on how to optimize the management functions of the grass-roots government,how to timely correct the problems such as the deviation of planning and guidance,the lack of financial policy guarantee,the low level of public service supply,the blind area of market supervision and so on.It concludes that local governments should optimize government functions through various channels,such as scientific planning guidance,strengthening financial coordination,optimizing service supply,and improving government regulatory system,So that the new and old kinetic energy conversion project can be implemented smoothly.
