Study On The Government Functions Of Rural Home Care Service In D Street Of Xuzhou City

As an effective mode to solve the problem of providing for the aged,home-based old-age care has been gradually valued and developed in China.However,the overall pattern is still in the first batch of pilot areas and urban communities are developing rapidly,and most areas,especially rural areas,present a situation of slow development,weak experience and connection fault.Xuzhou city,as the second batch of home and community pension reform pilot areas,in the construction of home care service system,the development of urban communities is relatively mature,rural areas are very backward,urgently need a breakthrough,D street is a typical area.I choose the government function as the research object,mainly considering two points: first,street D reflects the universality of rural home-based care services.Compared with urban communities,due to factors such as dispersed residence,less public resources and lower economic income,the facilities of rural home-based care stations in street D are insufficient to meet the urgent needs of local elderly people.Second,street D is "practicing" the construction of home care service system.Most of them are in suburban rural areas.The integration of urban and rural areas and the empty-nest phenomenon have intensified the demand for elderly care.Since 2017,the government has vigorously promoted the construction of home-based elderly care service system,playing a leading role.In this paper,the government functions in rural home-based elderly care services in D street,xuzhou city were studied.In terms of structure,the research background was firstly elaborated.According to the development of home-based elderly care services at home and abroad,the research from the perspective of rural regional government functions was insufficient.Then D street rural home endowment service,developing circumstance emphasizes D street government function positioning,it is concluded that in the process of the government role and the inadequate preparation,lack of funds and reasonable operation,internal and external mechanism is not sound and the software and hardware foundation is not solid,according to the macro decision-making and micro management idea deviation cause analysis of the functions of the government are lack of macro analysis,system security,supervision,evaluation and neglect industrialization,etc.;Finally,the author puts forward the feasible ways to optimize the government function in the rural home care service of D street.First,improve the policy and promote the orderly development of rural home care service.Second,increase publicity to improve the awareness of rural home care services;Third,increase income and reduce expenditure to ensure adequate funds for rural home-based elderly care services;Fourth,improve the supervision and evaluation to ensure the quality and quantity of rural home care services;Fifth,pay attention to team development and improve the professional level of rural home care services;Sixth,we should encourage social participation and make rural home-based care services highly social.Home-based care for the aged is in line with the economic,social and cultural characteristics of D street in xuzhou city.Whether it can be well developed or not,government functions play a key role.This paper tries to make an in-depth analysis of the government function of D street in the construction of rural home-based elderly care service system,and to find out the common problems in the promotion of rural home-based elderly care service by the Chinese government and put forward some Suggestions,so as to provide some reference for the sustainable development of rural home-based elderly care service.
