Since the reform and opening up,China's private economy has risen rapidly and has become a core component of economic growth under the leadership of a group of entrepreneurs.Along with the rapid development of the private economy,the number of private enterprises in China and the areas they face are also expanding.As the backbone of the national economic growth,the contribution of the private economy to the society is also increasingly evident.It is certain that the private economy drives the growth of the national economy,eases the pressure on employment,promotes regional industrial agglomeration and upgrading,and promotes The development of urban regional economy has played a positive role in the reform of the national economic system and the innovation of business models.As a western region,the Xinjiang Uygur Autonomous Region has a larger economic development level than the southeastern coast of China.Urumqi is its capital,and local private enterprises have made many contributions to the province's economic production value,but in the private sector.In economic policy,there are still many inequalities.The development of the private economy has not yet achieved the policy treatment of the state-owned economy.Nowadays,under the background of the ?One Belt,One Road? policy initiative,the development of the private economy in Xinjiang will be significant.The breakthrough,Urumqi as the capital of Xinjiang Uygur Autonomous Region,is also the main beneficiary city under the ?Belt and Road? development strategy.How to create a stable policy environment for Urumqi's private economy has become an important proposition in the development of western China in recent years.The research paper on the policy environment of Urumqi's economic development is mainly completed in three steps.Firstly,it summarizes the previous research results of the private economy development policy coverage at home and abroad,the relationship between private economy development and government behavior,and the development status of Xinjiang private economy.This paper introduces the theoretical basis related to this paper,including the concept,characteristics and functions of the private economy,the policy environment and the theoretical viewpoints of promoting private economy development policy research.Then it briefly analyzes the development status of private economy in Urumqi,including the recent years in Urumqi.The analysis of the economic output value,the number of people promoting employment,and the ability to create science and technology,and pointed out the problems in the economic development of private Urumqi in Urumqi,including difficulties in financing,high barriers to entry into the market,and the need to improve the overall quality of entrepreneurs;According to the information obtained by the author's field visits,the author analyzes and evaluates the advantages and disadvantages of the policy environment of Urumqi private economy,and finds that the government still has shortcomings in policy implementation and fiscal and tax support,and the main problem of Urumqi private economic policy environment The performance of the market access policy is low,the fiscal and taxation policy is not strong,the policy system is not systematic,and the government policy is not implemented.For this reason,this research paper draws on the private economic policies of the developed countries of the United States and Germany.Policy experience in Suzhou and Wenzhou in the developed areas of the domestic private economy.Finally,the following suggestions are put forward for the construction of the private economic policy environment in Urumqi.First,in response to the problem of the operability of the market access policy,the government should further open up the existing monopoly market,create an equal market environment,and expand the development space of the private economy;Secondly,in response to the problem of little fiscal and taxation policy support,the government can give more preferential treatment in fiscal and taxation policies.Third,the policy system for promoting the development of the private economy lacks systematic problems,and a bill to protect the rights and interests of the private economy should be established.Regulate the "Company Law" and the "Private Economy Promotion Law" to eliminate the differences between the private economy and the state-owned economy in terms of loans and financing standards,and at the same time regulate the behavior of government departments by establishing an approval process and a public supervision mechanism.Fourth,in response to the problem of inadequate implementation of government policies,policies can be implemented in place through the establishment of a socialized service system and the integration of relevant policy systems.
