Study On Optimizing Business Environment Of Jilin Private Enterprises

Since the reform and opening up,the development momentum of China’s private economy has grown from weak to strong,and the development of private economy has become the Important component of China’s national economy.Private entrepreneurs are also one of the builders of China’s unique socialist cause.President Xi Jinping has clearly stated that "only by building a sound financing and business environment can we effectively control the outflow of capital and personnel in Northeast China,get rid of the notion that ’investment is no more than a mountain pass’,and make capital and personnel become the main driving force for the prosperity and rapid development of northeast China." Jilin city is the second largest city in Jilin Province.In recent years,its economic development has been lacking of new impetus.How to guide private entrepreneurs to invest and develop in Jilin is an urgent problem to be solved.A superior business environment is the most critical factor for private enterprises to consider when investing.Therefore,establishing a law-based,market-oriented and international business environment is of great significance to promote the high-quality and all-round development of Jilin city’s economy and society.In this paper,the new public management theory,holistic governance theory,service-oriented government theory,through literature research and questionnaire method,Jilin City private enterprises business environment optimization research.The paper is divided into six parts.The first chapter introduces the background and significance of the topic,research status at home and abroad,research methods and ideas,innovation and deficiency of the paper.The second chapter introduces the core concepts and theoretical basis,introduces the three core concepts of private economy,private enterprise and business environment,and the three theories of new public management,holistic governance and service-oriented government.Chapter three introduces the current situation of Jilin private enterprises business environment;Chapter four analyzes the problems existing in the business environment of Jilin private enterprises,and analyzes the causes of the problems;Chapter five introduces the business environment construction experience of private enterprises at home and abroad,respectively from Singapore City,Seoul,Shanghai,Wenzhou,Shenyang experience;Chapter six puts forward the countermeasures to optimize the business environment of Jilin private enterprises...
