| The credibility of the government is the core of the government environment,and it is the fundamental guarantee to effectively organize and mobilize the resources of all aspects of the society and promote the all-round sustainable development of the society.This paper first defines the connotation of the credibility of local governments and analyzes the universal and individual characteristics of the credibility of local governments.The evaluation criteria for the credibility of local governments include the degree of administration according to law,the degree of democratization,policy stability,service level,and staff ethics.This article focuses on public satisfaction as a measure of government credibility to conduct analysis and research.It is proposed that the credibility construction of local government is of great significance to the construction of service-oriented government,the promotion of social harmony and the improvement of public satisfaction.Secondly,this paper analyzes the present situation of credibility construction of local government in China.The credibility of local government gradually improves,and there is a big gap in credibility construction between different regions,which affects many factors that restrict the credibility construction of local government.It divided the credibility of local governments into three stages: starting,developing and comprehensively deepening the credibility of local governments,and introduced the main methods for building the credibility of local governments,such as promoting the transformation of government functions,improving the public service system,mobilizing the enthusiasm of government staff,and strengthening the management of online public opinion.Through this series of measures,the local government’s functions have been increasingly improved,the public service system has achieved results,the local government’s public satisfaction has been improved,and the network public opinion management system has been initially established.The article also introduces the case of the improvement of the government’s credibility in the management of the reconstruction of the pit in Urumqi.Thirdly,the paper discusses the existing problems of public trust construction of local governments in China based on the theories of governance,responsible government and social contract.For example,the administrative concept is lagging behind,the public service supply is weak,the political ecological environment is damaged,the public political apathy is inclined,and negative online public opinion reduces the government’s credibility.This paper analyzes the reasons for the problem of building the credibility of local governments,the lack of ethical value in the performance valueof administrative ideas,the imperfect public service supply system,the lack of effective supervision of the rights standard and administrative behavior,and the low degree of public policy awareness and policy democracy.Local government network public opinion emergency management is not in place and local government self-profit.Finally,this paper proposes to improve the concept of modern government services,promote the transformation of local government functions,build a system of local government power supervision,improve the system of government public service supply,and improve public political participation.Promote rational interaction between the government and the people and strengthen the local government’s network public opinion emergency management and other measures.This paper starts from the present situation of the local government’s credibility construction,analyzes the case of the reconstruction of the Urumqi pit,finds out the problems existing in the construction of the local government’s credibility,combines the theory of governance and the theory of responsible government,and puts forward measures and suggestions to further enhance the credibility of the local government in China.It provides some effective suggestions and suggestions for the government to create a political ecological environment of "clean atmosphere" and "Haiyanheqing". |
