Since the21st century, with the development of network technology and the network service of storm surge, the Chinese people’s daily life has been changed dramatically. Network popularization and the increasing awareness of citizens take part in social topic by Internet,provides a golden opportunity and challenge for the Chinese society in the process of transformation.The free speech platform of network society provide users a wide range of speech topics and loose communication environment, all kinds of active folk opinion and the combination of network emotion, formed the Chinese government reform in the new period needs to face the reality of the problem. The better government credibility is not only the basic requirement in the process of current government transformation in our country, but also the precondition of social stability and development.Only the honest and have the courage to bear the social responsibility of the government could gain people’s trust and support, which can also achieve scientifically and effectively management in the network era of economic globalization. The government not only needs to change its service-oriented style to strengthen functions integrating in the process of development, but also needs to gather the opinion from the society actively as the standard and the direction of reform.At this stage in the network, opinion and attitude of the society can almost represent common citizens, known as the Internet public opinion. The Internet public opinion reflects a country and exposure to various kinds of practical problems in the process of social development. Face with various value collision during the period of social transformation, the government will need to actively make the initiative improvement on the decision-making mode of the government, handling the contradiction between different interest groups timely and effectively, reduce the conflicts between different classes, stick with the government’s qualifications in public administration affairs, play to the core role of the social management, and then discover and analyze hidden emergency and urgent problems needs to be solved from the aspects of the social development. Once the government ignore public opinion with a negative attitude, will harm the image of the government, threaten credibility of the government, and also deeply affect social harmony and stability. Therefore, the government should make full use of the information of the Internet public opinion information, grasp the formation mechanism and evolution rules of the Internet public opinion, knowledge of the mechanism of the Internet public opinion action on the government credibility, forming a logic thinking that harness public opinion will manage the society well, therefore can enhance credibility of the government, establish a service-oriented government accord with the social demand. This paper through the case analysis method and literature research method, make the combination of theory and reality closely. This paper select some representative case in recent years for demonstration and analysis, to enable the logic of the analysis is reasonable and content is substantial, make sure the countermeasures and suggestions is scientific feasible. The paper analyze the influence mechanism of the Internet public opinion action on the government credibility from the angle of sociology, journal communication and public management, find out the challenge for credibility of the government and restriction factors of the government credibility enhancement under the background of the Internet public opinion. To combine with the real life case, put forward to disclose of government affairs, strengthen the public opinion guide and enhance public opinion emergency ability to promote the construction of the credibility of the government.
