A Pilot Study Of "Linkage Of Community" In Xinjiang Communities

At present,our country is in a critical period of economic transformation.Various social problems caused by many factors,such as the accelerated adjustment of industrial structure,the larger scale of population flow,the dual structure of urban and rural areas and the unbalanced regional development,emerge one after another,and the focus of these problems is mainly on the community.In recent years,the government has attached great importance to the issue of urban community governance.In the Third Plenary Session of the 18 th CPC Central Committee,the government strongly advocated and supported all social parties to actively participate in grassroots social governance and proposed to strengthen the establishment of a linkage service mechanism.In the report of the 19 th National Congress of the Communist Party of China,it was also mentioned that a social governance pattern of co-construction and co-governance and sharing should be established with the leadership of the Party committee,the responsibility of the government,social coordination,public participation and the guarantee of the rule of law.In the process of adapting to the transition from social management to social governance,Xinjiang is seeking to improve the development of modern social service system and accelerate the "three social interaction" among communities,social organizations and professional social workers.To this paper,taking the three after the nine community to carry out the implementation of the "three social linkage" pilot work,for example,the use of research methods such as observation method,interview method to master,on the basis of combing reality "three social linkage" through the analysis of the summary of the achievements of participation in community governance and the main problems,and use for reference the experience of domestic advanced areas,comprehensive promotion "three social linkage" for the future work mode put forward countermeasures and Suggestions.Combining with the actual situation of pilot communities,the author thinks that to promote xinjiang "three social linkage" overall,the government should further perfect the service function,fade out dominant,further perfecting the community resources platform,foster hatching social organization,promote the professional service team,set up a combined with actual demand,orderly operation and effective linkage of Xinjiang "three clubs" subject "three social linkage mechanism.
