| With the continuous improvement of networking and intelligent technology,mobile phones,computers and other mobile terminals are widely used,which makes the online training mode of grass-roots civil servants increasingly popular.All provinces and municipalities,including Inner Mongolia Autonomous Region,have completed the online training website for grass-roots civil servants and put it into use.The online training mode has been gradually incorporated into the important module of government personnel training.Online training mode is not limited by time and space,high autonomy,strong practicability and other characteristics of training,favored by civil servants.In addition,grass-roots civil servants,as a bridge between the masses and the government,have their own working ability and working outlook,which largely represent the overall image of the government in the hearts of the masses.Therefore,optimizing the effect of online training of grass-roots civil servants is an important work of the government in personnel training.To evaluate the effect of online training for grass-roots civil servants in Inner Mongolia.Firstly,this paper expounds the background and significance of the evaluation,and comprehensively analyses the relevant research status at home and abroad.At the same time,the relevant concepts and theories applied in the research process of this paper are summarized and sorted out.Secondly,through the preliminary research results,the implementation status of online training platform for civil servants in Inner Mongolia region is described in detail.Then,based on the four-level training evaluation model and a large number of literature studies,an online evaluation index system of grass-roots civil servants in Inner Mongolia is constructed.According to the results of experts’ selection and combined with the capacity needs of grass-roots civil servants,the index is revised,and finally the construction of the evaluation index system of online training effect of grass-roots civil servants in Inner Mongolia is completed.Finally,through the empirical study of Inner Mongolia grassroots civil servants online learning website,the questionnaire was issued to collect survey data and calculate the comprehensive evaluation results.Then,according to the PDCA management cycle model,the specific reasons leading to the results of the evaluation are analyzed,and based on this,the corresponding training effect improvement strategies are put forward.Through the analysis of the above research results,this paper argues that in order to improve the effectiveness of online training for grass-roots civil servants in Inner Mongolia,we should first establish and promote the concept of "learning-oriented government" training in the new era,and improve the training plan by attaching importance to training needs analysis,updating curriculum resources,introducing online classroom forms,and organizing diversified online training activities to help internalize the trainees’ knowledge.In order to improve the overall effect of online training for grass-roots civil servants in Inner Mongolia,it is necessary to establish a sound evaluation and application system,as well as to strengthen the protection of policy and legal system. |
