Facing the ever-changing social development situation,building a high-quality civil servant team is an urgent task facing China's cadre education.Initial training is the training of newly recruited civil servants.As one of the four permanent civil servant training projects,it is an important part of the civil servant training system.Whether the initial training of servicemen can be effectively implemented and can meet the learning needs of the first-time civil servants depends on the system construction of the initial training courses.The empirical evaluation of the effectiveness of the initial training of civil servants through the current CIRO training effectiveness evaluation model,comprehensive evaluation of the civil servants' initial training situation assessment,input evaluation,response evaluation and result evaluation.At present,looking at the existing research results of the effectiveness of the initial training of civil servants in China,there are more qualitative analysis and less quantitative research.To this end,based on the CIRO training effectiveness evaluation model,designing the evaluation index system and weighting of the initial training of grassroots civil servants,and constructing an empirical evaluation model of the initial training effectiveness of grassroots civil servants.To lay the foundation for the planning of the initial training of civil servants at the grass-roots level,and to achieve the need for precise staffing and efficient management.Taking Yi Yang City as an example,the mathematical analysis and evaluation model test of the collected questionnaire data are as follows: First,through descriptive analysis,it can be seen that most of the interviewees believe that the effectiveness of training is good or average,think The training effect is about one third of the sample,and only a few people think that the effectiveness of the training is poor.Second,there is no significant difference in the effectiveness of the training of grassroots civil servants in terms of gender,and there is a significant difference in education level and job category.Third,through fuzzy comprehensive evaluation,the ranking of the effectiveness of the four dimensions from high to low is: input evaluation> result evaluation> situation evaluation> response evaluation.Fourth,the training objectives are better done in the scenario assessment,the facility guarantee and the teacher guarantee are better done in the input assessment,the training content is better done in the response assessment,and the organizational performance and social impact are better done in the result assessment.Affirm and carry forward.Fifth,the investigators believe that the setting of training objectives,the planning and organization of training plans need to be further improved;at the same time,people-oriented,practical consideration for trainers,and the implementation of training to improve personal performance.
