| Public officials are those who fully exercise government functions in policy-making,organization,coordination and control.The training of public servants is an important way to strengthen the capacity building and quality improvement of public servants,and is the key to continuously enhance the competitiveness of public servants in performing their duties and building a strong government.In the last stage of training,the evaluation of the training effect of public servants is a weakness in the training management of public servants in China in recent years.How to evaluate the training effect of civil servants scientifically is a key topic in the daily work practice of all levels of organs and units,which also makes the academic research on related topics of both very important theoretical and practical significance.In this paper,literature analysis method is used to review the research status of relevant subjects at home and abroad,focusing on the evaluation model of training effect for public servants.Combined with the thought of Kirkpatrick evaluation model,under the guidance of the post competency theory and the hierarchy of needs theory,Constructed by the response level,learning level,behavior level and results level on the basis of three-level evaluation index system,and USES the analytic hierarchy process(ahp)and fuzzy comprehensive evaluation method to determine the index weight of the right,with economic and technological development zone as an example,L used to build the evaluation index system of economic and technological development zone of L public servants training effect evaluation analysis.According to the model verification,the evaluation results of the training of public servants in THE ECONOMIC and Technological Development zone still have problems in response level,learning level,behavior level and result level.Then according to the emergence of the problem,put forward the corresponding improvement plan.After the specific investigation,the paper obtained the following three points:(1)According to the training characteristics of public servants in L Economic and Technological Development Zone,the author adopts the Methods of Coriolis evaluation mode,index screening and experience test to construct the corresponding three-layer evaluation index system of the training effect of public servants at the response level,learning level,behavior level and result level.(2)Taking L Economic and technological Development Zone as an example,the author evaluates the stratification effect of staff training in L economic and technological Development Zone.Through the empirical test of the training effect of L economic and technological development zone,it is concluded that the training effect of L economic and technological development zone is good,but far from excellent.From all levels,the comprehensive score of response level is 4.39,indicating that the corresponding score is good,but the evaluation value of training content is slightly lower than the training effect and training implementation,indicating that the training content needs to be optimized.In terms of learning,the comprehensive evaluation is 4.28,and the overall evaluation is good,indicating that the cadres training in THE ECONOMIC and Technological Development zone are well evaluated in terms of party spirit and theoretical knowledge,but they should improve their professional ability and skills.Based on the comprehensive evaluation of behavior level,the evaluation result is good,with a score of4.23,indicating that the education of cadres in L Economic and Technological Development Zone has achieved good results in work attitude,work ability and work behavior,but there is still a certain gap with the excellent level.From the perspective of results,the comprehensive evaluation score of L cadre training in ECONOMIC and Technological Development Zone is 4.18,and the evaluation result is good,indicating that the personal change,work performance and organizational image of cadres have a good reputation among the research objects.(3)On the basis of empirical analysis,the author further improves the training effect of public servants in L Economic and Technological Development Zone by using The Kolkner evaluation model.The following contents are considered: From the response level,the training content should be optimized to improve the systematic training plan;From the aspect of learning,we should strengthen the management of trainees and adopt reasonable evaluation methods.From the aspect of behavior,it is necessary to optimize the time,frequency and method of evaluation after training,and strengthen the communication and feedback of trainees in behavior transformation.From the perspective of results,we should pay attention to the overall transformation of training effects,and strengthen the transformation incentive of training effects for public officials. |
