The Simulation Research On Privatization Policy Of Industrial Generic Technology Supply In Guangdong Under The Market Structure

The reform of China’s science and technology management system is devoted that deepening the development of supply privatization of industrial generic technology.National innovation system emphasizes that enterprises,universities and research institutes play key roles in overcoming key generic technologies,and further strengthen the policy orientation of privatization of industrial generic technology supply.The privatization policy of industrial generic technology supply is a development strategy proposed based on the internal mechanism of generic technology privatization system.The policy practice has been more than 20 years,but the effect is poor,and the privatization policy performance of industrial generic technology supply needs to be improved urgently.The operation of privatization system of industrial generic technology is closely related to market structure,government support and enterprise operation state.Therefore,it is necessary to deeply analyze the interaction mechanism of key factors in the generic technology privatization system,and build the dynamics simulation model of the generic technology privatization system.This paper,focusing on the privatization system of generic technology,selects the household appliance,communication,Chinese medicine,chemical,automobile and crude drug manufacturing industries in Guangdong with high level of privatization was selected as a sample.By means of system dynamics Vensim simulation software,the policy effect simulation is carried out.On this basis,the influence degree of market structure factors on the policy effect of privatization of industrial generic technology is discussed,and then the optimization direction of the policy of privatization of industrial generic technology supply is analyzed.It is found that the market structure has a significant impact on the effect of privatization policy on the supply of industrial generic technology.The difference of market structure should be fully considered in government fund subsidy.According to the industrial generic technology innovation network capability of the innovation subject,it should be treated differently.Improving the utilization rate of government subsidies by improving the innovation network capacity of industry enterprises,According to the characteristics of market structure,the reasonable standard of government subsidy rate should be scientifically evaluated,and then the effective guiding range of fund subsidy should be set up.Standardizing the innovation performance evaluation system,to maximize the effect of privatization policy on industrial generic technology supply.
