At present,the drug problem has become a common problem sweeping the world,it also poses a serious threat to China's national security and social stability.Under the severe situation of drug in our country,the situation of drug in our country presents three characteristics: drug's flow shows regional characteristics,especially in L and H provinces;The number of drug addicts in rural areas has increased rapidly.The relapse rate of drug users stay high,drug infection is serious,and the crime rate remains high.The drug problem is not only a difficult problem to be solved urgently by government departments to carry out anti-drug work,but also an urgent topic to be studied by academia.Because of this,this study first innovatively combines two theoretical paradigms of structuralism and culturalism,sorting out a total of 12 influencing variables of social structure and environment,social interaction and culture at the medium level.Secondly,this study adopts the empirical research method of questionnaire survey and case interview.Taking Z City in L Province and Y City in H Province as examples,684 valid questionnaires were distributed to the personnel of Compulsory isolation detoxification City,Community detoxification City and those who did not relapse into drug addiction for three years.Case interviews were conducted to the personnel of Compulsory isolation detoxification City,Z City and the police of drug addiction treatment center,community staff,NGO staff and other multiple subjects.More than 50,000 words of interview notes and 27 valid interview materials were collated,with a time span of two years.Thirdly,this study uses descriptive analysis,correlation analysis and regression analysis to investigate drug use among drug users,significant factors affecting relapse severity among drug users,and differences in influencing factors between rural and urban drug users.Finally,based on the conclusion of the study and interview data,and based on the perspective of public management discipline and the reality of China's drug situation,this study proposes public governance strategies for drug use and relapse.The conclusions of this study can be summarized as follows:(1)The drug use situation of drug addicts is quite severe from the perspective of initial,relapse and detoxification situations;(2)Demographic variables,social structure and environmental variables,socialinteraction and cultural variables have significant differences in the degree of influence on relapse severity of drug users.Specifically,age stage,marital status,hukou nature,drug circle interaction,drug circle scale,economic class,high-risk family environment,drug attitude and social support have a significant impact on the total group sample.The six variables of age stage,marital status,drug circle interaction,economic class,drug attitude and social support have significant effects on the rural registered permanent residence sub-group sample.The six variables of age stage,marital status,drug circle interaction,drug circle scale,criminal punishment and high-risk family environment have significant effects on the urban household registration sub-group sample.(3)There are significant differences in influencing factors of relapse severity between rural and urban registered drug users.Social structure and environmental variables have more explanatory power on drug abuse samples in rural registered permanent residence,while social interaction and cultural variables have more explanatory power on relapse behavior of drug abuse samples registered in urban areas.This study believes that if rural drug users are "passive" due to lack of resources,resulting in sporadic relapse behavior,then relapse behavior of urban drug users is more complex and severe.Besides coping with structural difficulties,drug use also meets higher social,emotional and spiritual needs,thus having the meaning of "active choice".According to the conclusion,this study provides policy suggestions for our government to carry out drug public governance from four aspects: anti-drug laws and regulations and policy system,social security system construction,family and school education,and positive function of positive culture.
