A Case Study Of GC College On Governmental Supervision On Education Quality Of Independent College

Independent college,as a new form of university emerged from the reform of higher education in China,differs not only from the secondary education unit which is changed from department to college in the traditional sense but also the voluntary school established by social force;Instead,it refers to a higher educational institution in undergraduate level which is established by regular undergraduate institutions according to a new mechanism and model.Independent college emerged in the late 1990 s,and has quickly become the fresh troops in higher education in China with its rapid development in the past years.According to figures released by the Department of Education,in 2017,there were a total of 265 independent colleges in China,which occupies 21.32% of national undergraduate colleges,with the number of faculty of 160,000,which counts for 9.04% of all the faculties in undergraduate academies(177,000 in total).Independent college is the product of educational reform in certain period.In order to guarantee the educational quality of independent college,an effective connotative construction is required as well as the government regulation.The government has provided powerful support for the development of independent colleges,and introduced a series of policies,rules and regulations to support the running of independent colleges,leading to new opportunities of independent colleges.However,due to a single school funding source of independent colleges,i.e.tuition,and a severe lack of government's funding support for the development of independent colleges,most independent colleges mainly focus on expanding school enrollment,only to find that it is difficult to pool the financial resources and materials to improve education quality.The education quality of independent college has become the core point as to whether it can stand out in the fierce competition of Chinese higher education.The improvement of education quality of independent college cannot be separated from the supervision of government and society,in which government plays a leading role in the education supervision of independent college.The literature research method,comparative research method and investigation,etc.are applied in this research.Due to the issues found in the current supervision implementation process of government on the education quality of independent college,such as insignificant supervision effect,some independent colleges' seeking of short-term response measures to deal with government evaluation,it is difficult for the government to find the education and teaching issues in the supervision;as a result,the supervision effects are affected.With the GC College in Guangzhou city taken as example,a targeted research on the education quality supervision issues of independent college is conducted.By comparing the differences between foreign universities and universities in China,this thesis aims at finding out some enlightenments on how to develop the educational qualities of independent colleges in China.in combination with the advanced experience of foreign public and private colleges on education and teaching,the sound countermeasures are put forward in the following four aspects: rational establishment of independent college education quality government supervision organization,reformation and perfection of the guarantee mechanism of independent college education quality government supervision,perfection of the content and mechanism of independent college education quality government supervision,improvement of the evaluation and assessment standard of independent college personnel training,so as to provide useful reference for government department to carry out effective supervision for independent college,and provide realistic basis for government to form corresponding policies,evaluation indexes and the weight of indexes,etc.
