How To Promote The Inter-governmental Cooperation Among County-level Governments

With the development and progress of society,the needs of the public are more and more diversified,and the management of public affairs has become more and more complicated.Many problems are often difficult to solve effectively by a single government department or township(street),and most of them need to be solved through coordination between county and township governments.The large-scale study and reference of the Western public management movement has also led to the lack of inter-departmental coordination and cooperation and the low administrative efficiency in the management process of the Chinese government,and the traditional performance evaluation is to evaluate individual performance by department as a unit.Performance indicators were not linked across departments and,since there was no difference between cooperation and non-cooperation,departments tended to be oriented towards departmental and individual target performance.This lack of cooperative incentive performance evaluation mechanism leads to the inability to achieve the overall strategic goals of the organization through performance means,which restricts the development of China's social economy.From the perspective of government performance evaluation,this paper discusses how government performance evaluation can promote coordination between counties and townships in order to reduce inter-provincial conflicts,avoid administrative resources dispersion,and optimize the effective allocation of government resources.Promote the integration of power among government departments and improve the efficiency of work.This paper first analyzes the related concepts and theories such as performance evaluation,inter-government relations,coordination with the government,and the overall government.Taking a certain district of Huizhou City as an example,the paper puts forward the government performance evaluation to promote the coordination between counties and townships.Based on this basic judgment,on the basis of the analysis and summary of the experience and practices of implementing the "tabulated bundled performance assessment" in the area,the methods of interview,content analysis,and statistical analysis are used to follow the principles of systematization,comprehensiveness,science,practicality,and operability.Based on the theory of cooperation with the government,the author puts forward the countermeasures to further strengthen the government performance evaluation and promote the coordination between the county and township governments in four aspects: cultureconstruction,institution construction,organization construction and technology construction.
