Research On China's Public Policy Agenda Setting In The Network Society

The policy agenda setting is the “processing plant” of the social problem,which is the key link for the social problem input policy system and the transformation into the output of policy results.In the social ecology of network construction,the dominant power of traditional government policies tends to be weakened,the subject consciousness of policy target groups is enhanced,and the discourse power pattern of policies is rebuilt.Therefore,great changes occur in the structure and process of policy agenda setting.Based on this,this paper probes into the operation mechanism of the public policy agenda setting in the network society,trying to find out the problems existing in the policy agenda setting,and puts forward the optimization strategy of public policy agenda setting in our country,in order to generate useful knowledge which is helpful to improve the policy making process and constantly improve the quality of the public policy.This article relates to the following.First of all,this paper explains the connotation and characteristics of the network society,defines the relevant concepts of the policy agenda,specifically clarifies the research object of this paper,and briefly sorts out the domestic and foreign contents of the policy agenda setting to deepen the understanding of the policy agenda setting.Secondly,it elaborates the realistic basis of setting public policy agenda in the network society.At present,under the impetus of economic development,social transformation and new information technology,the realistic basis of China's public policy agenda setting has undergone great changes,which is reflected in the fact that Internet technology creates a new space for policy agenda setting by empowering people and society;the integration of interest structure differentiation and network rights and interests affect the establishment of policy issues;the integration of participatory culture and Internet culture has reshaped the relationship between government and people in agenda setting.Thirdly,it summarizes the changes of the main structure of China'spublic policy agenda setting in the network society,and reconstructs the process of public policy agenda setting,presenting the cyclical characteristics of appeals for negotiation and response.Finally,it examine the value of policy agenda setting in the network society and find out the existing problems.The permeable development of the Internet strengthens the public opinion foundation of agenda setting,enhances the influence of public agenda,and enhances the responsiveness of policy agenda setting.At the same time,it is found that there are some problems in the current agenda setting of public policy in China,such as passivity of agenda setting,irrationality of policy subject behavior,emergency of agenda setting process and so on.In order to solve the corresponding problems,this paper puts forward some strategies to optimize the setting of public policy agenda in China,such as cultivating rational subjects,optimizing the ecological environment,improving the organizational level of citizens' policy participation,standardizing the behavior orientation of policy agenda setting,so as to realize the optimization of China's public policy agenda setting in the network society,improve the quality of public policy and improve the performance of public policy.
