Study On The Government Functions Of Key Project Management In Licheng District Of Quanzhou

The key projects are the foundation and supporting force of regional economic development.Licheng District has been unswervingly implementing the "Key Project Drive Strategy" and has made good progress in the planning,investment promotion,collection and construction of key projects.However,with the rapid development of the economy and society,the demand for adjustment and upgrading of the industrial structure in Licheng District has become more and more urgent.The number of key projects has increased year by year,involving an increasing number of industries and the diversification of investment entities.This has put forward higher requirements for the management of key projects.The real need of improving key project management in Lei Cheng District is becoming more and more urgent.In this context,this paper,on the basis of combing out the current situation and characteristics of the construction of the key projects in Li Cheng district,analyzes the government functions of Li Cheng district in the construction of key projects around the key projects and the theory of government functions.This paper analyzes the status quo of Li Cheng district government’s functions in terms of strengthening the effective allocation of project resources,providing stable public goods and services for the development of key projects,improving the level of project services,and strengthening the effective supervision of the project market.This paper analyzes the existing problems of government functions in the development of key projects in Li Cheng district from the aspects of key construction project management mechanism,pre-project management,project planning and project support,and analyzes the reasons for existing problems.Based on the experience of key project management in Xigang District of Dalian City and Xinluo District of Longyan City,aiming at the existing problems,We will improve the management mechanism of projects,strengthen the planning and guidance of projects,advance the preliminary work of projects,increase the supervision of projects and establish a project support system,etc.It provides theoretical basis and countermeasures for improving key project construction in Licheng District and other areas.
