It is changed very severely on the environment in terms of enterprise development. Although project management practice has been carried out for a long term. However, describing the philosophy of project management in documents has passed for decade years. Nowadays, project management has been grown, which adopted in many untraditional fields and is still a main measure to manage altering in enterprise dealing and strategy.Project management forms a foundation for the management of product, service and organizational procedure variety in modern organization. Using project management is mainly in order to offer economically sound organization design and strategy, and making of organization focus on the particular activities which affect organizational variety. In practice, project has become a part of organizational strategy management that can be looked as a measure and mean of handling the variety of organizational strategy management. It can be a measure, mean or approach to survival and develop in the variant and unfeeling market competition. So, it should be adopted to much more purpose.On the basis of deepgoiag studying the project management theory and methods, the thesis illustrates the important features and principles of project management theory and methodology on enterprise management. This thesis selects Client Department of Telecommunication Company of Yun Nan province as a case study, uses the theory of project life cycle as clue and Objective Oriented Project Planning (OOPP) as main study means. As results, it produced three fruits, namely eighteen develop project designing, participatory management system formulates and mandates on each job description of Client Department of Telecommunication Company of Yun Nan province . Finally, it hopes to do some innovated contribution on the project management pilota model for vast enterprise manager.The theory reference of the whole part of this thesis is Project Management Body Of Knowledge (PKBOK) created by Project Management Institute (PMI).USA and OOPP created by Germany. However, it is limited by many factors during the case studying. On one hand, project management is not widely and proficiently used in our country and there aren't show-how references about how to find relativereferences. On the other hand, the Client Department of Telecommunication Company of Yun Nan province is a real operating organization with an inadequate data. Meanwhile, the time restriction causes the research work in a non-diversity picture.
