Research On Government Governance For Wages Of Migrant Workers Of Construction Industry In Quanzhou City

China's construction industry has experienced a rapid development process,become one of the basic pillar industries of the national economy.In contrast,the problem of migrant workers' wage arrears in the construction industry frequently and prominently,which has become a hot issue of concern to all sectors of society.Local governments have introduced relevant governance systems and adopted different governance measures.In accordance with the principles of "territorial management,graded responsibility" and "who is in charge is responsible",the relevant departments in Quanzhou implement comprehensive management of the problem of wage arrears,and promote the management of the problem of wage arrears of migrant workers in the construction industry.However,the problem of migrant workers' wage arrears in construction industry still occurs from time to time,which has a negative impact on social development.Taking Quanzhou city as an example,this paper uses the methods of documentation and case analysis,uses the theory of government regulation and collaborative governance,and combines theoretical analysis with empirical analysis to analyze the current situation and existing problems of Quanzhou in dealing with the problem of migrant workers' wage arrears in construction industry.Through the research,it is found that due to the weak position of migrant workers in the urban-rural dual system,the shortcomings of supply and demand mechanism in the construction market,the insufficiency of settlement mechanism in the construction industry and the weakness of labor supervision and law enforcement force,the labor relations,employment management,payment of Engineering funds,wage settlement behavior in the construction industry are not standardized,and the arrears of Engineering funds,labor supervision and law enforcement are not in place.And so on.On this basis,this paper attempts to put forward several suggestions: first,to establish and improve the mechanism of preventing wage arrears in advance from the aspects of science and technology to boost the practical name system of labor,comprehensively implement the "project department without wages arrears" and strengthen the investigation and punishment of subcontracting affiliation;secondly,to establish and improve the mechanism of dealing with wage arrears from the aspects of government projects,non-governmental invest projects,credit system supervision platform,etc.To establish and improve the mechanism of remedy for arrears of wages,such as the mechanism of safeguarding rights,the mechanism of cooperation between competent departments and the mechanism of linkage between competent departments and society.The purpose is to improve the efficiency of the government in dealing with the wage arrears of migrant workers in construction industry,and to ensure better governance effect.
