Study On Quanzhou Government Effectiveness Supervision

The construction of organ efficiency is a comprehensive work for the Party Committee and the government to scientifically allocate organ management resources,optimize organ management elements,improve working methods and operation modes,change working style,and enhance work efficiency and management efficiency.Fujian Province is the birthplace of our country's organ efficiency construction.Quanzhou,under the unified deployment of the provincial Party Committee and the provincial government,began to carry out the efficiency construction in 2000,then used the efficiency supervision means to ensure the effectiveness of the construction.From the initial diligent efficiency supervision to the beginning of 2013,it expanded to cover a more comprehensive efficiency supervision means.This study takes the practice of government organ efficiency supervision in Quanzhou City,Fujian Province as a case study.Through tracking and investigating the practice of government organ efficiency supervision in Quanzhou City,and analyzing the data of supervision results,it is known that the current government organ efficiency supervision in Quanzhou City has played a role in promoting the effective implementation of policies,promoting key work,improving the efficiency of government organs and facilitating the people's service level.It has played a certain role.However,there are still dislocation and offside inspections.High-frequency repeated inspections and inspections are lack of pertinence and scientificity,which wastes certain inspection resources and affects the effectiveness of inspections.Through observing the ways and means of supervision and conducting in-depth interviews and investigations,it is found that the main reasons are the imperfection of the institutional mechanism,unscientific use of means,unsound laws and regulations,and non-standard evaluation mechanism of the effectiveness of supervision,which results in the limitation of the effectiveness of supervision and the indistinct improvement of the effectiveness of government organs.Through the use of public sector performance management theory to analyze the above problems,to provide decision-making suggestions for the future Quanzhou municipal government to adjust the working mechanism,direction of supervision and optimize the mode and means of efficiency supervision.Effectiveness supervision institutions should clarify their functions and responsibilities,improve their leadership system to ensure their authority and independence,improve the scientificity and rationality of the use of supervision means,improve the laws and regulations of efficiency supervision to ensure the standardization of the evaluation process,integrate supervision resources and form a joint effort to enhance the effectiveness of supervision,so as to promote the effective promotion of the effectiveness of Quanzhou municipal government organs.
