Study On Government Supervision Of Road Transport Of Dangerous Goods In Quanzhou

We need hazardous chemicals in our daily life and industrial production,and their importance to us is self-evident.The characteristics of dangerous goods,such as explosive,corrosive and radioactive,pose a great threat to road transportation,environment and other aspects,and put forward higher requirements for the governance ability of the government.In accordance with the requirements for the hazardous chemical materials safety management regulations,Quanzhou city,clarify the responsibilities of various departments,formed a "link" department,the more point of regulatory system,covering production to filling,storage and loading and unloading and transportation to sales,use,this management system is easy to generate boundary issue,the existence problems of function and responsibility of the vacuum.Based on the actual work,this paper analyzes the current situation of government supervision of road dangerous goods transportation in Quanzhou city,and finds that there are still many problems in the supervision,mainly reflected in the non-standard basis of supervision,the blind spot in the supervision link,the poor coordination between departments,the serious phenomenon of information barriers and other problems.Based on the theory of holistic governance,this paper holds that the above problems are caused by imperfect laws and regulations,fragmented regulatory bodies,difficult balance of interests between departments and lack of trust between departments.Then by drawing lessons from the regulatory experience of the United States,Britain,Japan and Shanghai and other regions,from the four dimensions of value concept,organizational function,partnership and responsibility system,this paper puts forward ideas and measures to improve the safety supervision of road dangerous goods in Quanzhou city,break through the fragmentation of functions and achieve the goal of overall governance.
