Research On Information Early Warning Mechanism Of Petition Work In Grassroots Organizations

Letters and visits are an important channel for state organs to accept the supervision of the masses and understand the social situation and public opinion.They are also an important means to resolve contradictions,promote work and rally people's hearts.When the number of letters and visits is so large that the letters and visits departments are struggling to cope with it and the relevant departments are unable to solve it,especially when a considerable number of peopl e go to the party and government departments or public places in groups to "petition" and even affect social stability,the letters and visits problem will arise.The establishment and operation of an information early warning mechanism for letters and visits by grass-roots organizations is not only a practical need to solve the problem of letters and visits,but also an inevitable requirement to solve the problem from the source of conflicts and disputes at the grass-roots level and to nip in the bud.Information early warning for letters and visits is to establish a basic monitoring and prevention mechanism for letters and visits through government-led and social participation,thus resolving various social contradictions,risks and conflicts.The working principle of the information early warning mechanism for letters and visits is as follows: firstly,a group of indicators reflecting the status of letters and visits are selected,and relevant data processing methods are used to merge a plurality of indicators into a comprehensive indicator;then,through a group of red,orange,yellow and blue warning signs,different warning signals are sent to the current working status of the letters and visits system,so as to judge the development trend of various aspects of the situation in the letters and visits field,and timely put forward opinions and suggestions to help decision makers to choose correct countermeasures.The information early warning mechanism for letters and visits can give full play to the role of the letters and visits system in finding and solving problems from the source,guiding the masses to express their wishes rationally and orderly,thus properly resolving contradictions among the people and promoting social harmony and stability.Therefore,it is very important and urgent to establish and perfect the information early warning mechanism for letters and visits.Based on the establishment and improvement of the information early warningmechanism for letters and visits,combined with public management theories such as crisis management and social conflict theory,this paper studies and analyzes the current situation of the information early warning for letters and visits of grass-roots organizations in our country,and summarizes the main measures and common problems of the information early warning for letters and visits of grass-roots organizations in our country.In addition,the author combined with field visits to six central community management committees,analyzed typical cases of information early warning for letters and visits,and made reference to the overall emergency response system for public emergencies in our country,and put forward relevant suggestions suitable for the current grass-roots organizations in our country to construct and perfect the information early warning mechanism for letters and visits.
