Research On The Model Of Home-based Care For The Urban Community Under The Leadership Of The Government

In recent years,with the accelerating of the aging population in China,the pension problem is becoming more and more serious.At the Fifth Plenary Session of 18 th Central Committee,building a sound pension service system has been put on the agenda,which opens up the new chapter in the development of government-led push,multi-party integration and multiple old-age service modes.The family pension mode and the Organization support can't meet the needs of the elderly any more.The community-based home care for old-age model combining family pension and community care is a more ideal mode.Various kinds of exploration have been made in the development of the community-based home care for old-age model in the whole country.As the typical example of high-aging-degree,Qingdao develops rapidly in the community-based home care for old-age model.Government of Qingdao supports community-based home care for old-age model from policy,finance,human resources,supervision,which has certain enlightenment function to the development of community-based home care for old-age model in our country.Through the questionnaire investigation of the development situation of community-based home care for old-age model in Qingdao city,the paper finds out problems existing in the development of community-based home care for old-age model in Qingdao city by data statistics and analysis.This paper also analyzes successful practices of several domestic cities such as Shanghai,Guangzhou,Hangzhou,Dalian,and the United Kingdom,the United States,Japan and South Korea,which has accumulated rich experience and lessons for the improvement of community-based home care for old-age model.Combining the experience of development at home and abroad with the status and problems of Qingdao,the community-based home care for old-age model should relies on the government,the team,the product of the troika pulling to get in-depth development."The government leading the allocation of resources,building professional service team,designing information-based service products",we should promote the community-based home care for old-age model gradually perfect by the three ways.
