Research On Citizens' Participation In Policy Formulation From The Perspective Of Supply-side Reform

Public policy is the main way for the government to manage social affairs and provide public goods.Its essence is the authoritative distribution of social values.The formulation of public policies should be based on a broad public opinion.Citizen participation in policy formulation is the key to perfecting the policy supply process.It will help to make up for the government's own shortcomings,improve the quality of government policy supply,and enhance the satisfaction of government policy supply to the public's needs.However,in practice,due to insufficient government support and guidance,inadequate system supply,insufficient citizen participation,and imperfect participation environment,there are many problems in citizen participation in policy formulation.Moreover,the full cooperation of the government,citizens and society is required to solve these problems.Under the current national conditions of China,as the supplier of participation systems,the guider of participation behaviors,and the advocate and leader of civil society development and construction of participatory political culture,the government plays an important role in the process of citizens' participation in policy formulation.Therefore,the citizens' participation in policy formulation should be improved from the government management level.In this paper,it discusses how to improve citizens' participation in policy formulation from the perspective of government supply side,so as to improve the quality and legitimacy of the policy.With the guidance of the theories of new public service theory,governance theory and public choice theory,etc.,on the basis of studying literature,relevant research reports and case data by adhering to the principle of combining theory with practice,as well as draws lessons from the experience of citizens' participation in policy formulation in Germany,Brazil and the United States,etc.,to put forward the countermeasure of improving citizens' participation in public policy formulation in terms of strengthening support and guidance of citizens' participation;providing incentives to enhance the momentum of citizen participation;improving institutional supply,institutionalize citizen participation;building a participatory political culture,create a relaxed atmosphere of participation,etc.Through the improvement of the supply system,it will improve the enthusiasm of citizens to participate,improve the ability of citizens to participate,and citizens' participation in policy formulation is promoted in an orderly and effective manner.
