In recent years,performance management in public sector has become a popular topic in academic areas.This is not only the result of the trend of institutional reform at the national level,but also the inevitable requirement of the public-sector itself to strengthen internal management.As the core of the traditional six modules of human resource management,performance management can not only improve the service quality,service efficiency and service mechanism,but also restrain the behavior of the public-sector,promote the reform of the public-sector,and ultimately reshape the image of Public Utilities in China.Based on data-reading and field-research,this paper puts forward the concept of"employee-oriented-value" as the theoretical foundation for public sector performance management.Its connotation is to highlight the subjectivity of employees in the public-sector and pay attention to the employees' personnel values which have been neglected in the past.This means that employee-oriented performance management should take employees' living needs as the basic thread,respecting employees' emotional and spiritual needs as the cultural demands,and ensuring employees'long-term career development as the ultimate goal.It is found that there has been a long-term inversion of leadership-oriented in the performance management of public institutions in China,and the influence of the traditional personnel assessment"official standard" is still unavoidable.Therefore,according to the problems and causes of performance management mentioned above,this paper formulates a employee-oriented performance management plan from four aspects:strategic objectives formulation,post responsibility remodeling,organizational culture publicity,and multi-level performance indicators construction.At the stage of case analysis,this paper takes J Air Traffic Administration as an example to discuss how to build an employee-based performance management scheme.Combining with a large number of field research data,this paper analyses the influencing factors of performance management quality of J Air Traffic Administration from five perspectives:concept,process,index,method and result,and probes into the causes of the problems encountered.At the stage of scheme formulation,the qualitative and quantitative methods were used to invite the expert group to conduct qualitative research and judgment,and to carry out scientific verification through data analysis.Finally,a set of employee-oriented performance management scheme with both scientific and practical value was designed for J Air Traffic Control Bureau,in order to meet the dual pursuit of "publicity" and"service" of the new public institutions and to answer the question of what should be the main body and main purpose of public sector performance management.
