A Study On The Status Quo And Prevention Countermeasures Of The "Top Leader" Duty Crime In Townships And Towns In Economically Underdeveloped Areas

In recent years,the phenomenon of official crime in township leaders has not only existed in a region of Suqian,but also has become a national anti-corruption problem.However,from the author's search for relevant information,there are relatively few studies devoted to the township leaders.This paper,taking Suqian as an example,analyzes the status and characteristics of the corruption in the township level in the economically underdeveloped areas in the underdeveloped areas,and analyzes the problems in the prevention and control of the "First hand" crime in the villages and towns through the analysis of the case of the "First hand" crime cases investigated by the procuratorial organs of the procuratorial organs from 2011 to 2015.And reasons for corruption prevention measures are put forward.With a view to contributing to the prevention of duty crime in township leaders.The full text includes three parts:The first chapter is about the analysis of the official crimes of township leaders in recent five years in Suqian.In the last five years,the crime of "First hand" in the township of Suqian is analyzed.It is believed that there are five main characteristics of the "First handle" crime,that is,the bribery crime is the main type of the "First hand" crime in the township;the amount of the case involved in the case is large and the phenomenon of "small corruption and great greed" is obvious.Relatively concentrated;the leaders involved in the case are mostly "able people" and act dogmatism;the phenomenon of official crime in township leaders is obvious.The second chapter analyzes the main causes of the official crime of township leaders in Suqian.From the subjective and objective aspects,this paper analyzes the reasons for the high incidence of the "First hand" crime in villages and towns,and thinks that the influence of confidence itself has the fluke psychology,the "three views" distorts the psychological imbalance and the weak consciousness of the rule of law leads to the wrong understanding is subjective reason;the power of the "First hand" of the township is too centralized and lacks effective supervision.The relevant system is not perfect,or can not be strictly observed.It is not an objective reason to investigate and punish illegal education.The third chapter is the prevention countermeasures of township leaders' job-related crimes.In the light of the situation of duty crime prevention work,four suggestions are put forward for the prevention of the crime of "First hand",one is to strengthen education,to strengthen the education of the "First hand" and the people around the township,and to improve the system,to supervise and restrict the "first hand" of the township,and to punish the crime strictly,and the three is to punish the crime strictly.The "First hand" crime in villages and towns increases the punishment;four is the comprehensive prevention,the overall prevention of the "first" individual and the field of high incidence of crime in the township;and the five is to bring the prevention of duty crime into the regional target assessment system.
