| Leadership behavior effectiveness research has always been the main contents of organizational behavior research. On the effect of leadership behavior effectiveness factor research and as the logic, how to improve the effectiveness of leadership is the core of leadership theory and practice research.On the base of briefly explaining domestic and foreign leadership behavior theory, this paper defined the meaning of leadership behavior, township leadership, and so on. From the theory of leadership grid, this paper divided different type of township leadership behavior, which means positive leadership behavior and negative leadership behavior. Positive leadership behavior means type which between5.5and9.9, and that type of9.9is the most positive leadership behavior. Negative leadership behavior means type which between1.1and5.5, and that type of1.1is the most negative leadership behavior. Compared with county leadership behavior, township leadership behavior includes:enforceability, synthesis, immediacy, flexibility. Positive township leadership behavior contains:from the high concern for work dimension, town economy development, town society stability. From high concern for human dimension, strong leaders’cohesion, solidarity of leading group of town, the harmony between leaders and people, increase of people’sense of happiness. Negative township leadership behavior contains:from the low concern for work dimension, slow town economy development, increase of town society instability, and inefficiency solution of disputes. From low concern for human dimension, inferior leaders’cohesion, lack of unity of leading group of town, the tension between leaders and people. The institutionalization of township leadership behavior effectively promotes town economy development, the reason of that is institution encouraging positive township leadership behavior, suppressing negative township leadership behavior.Taking S town in Hubei Province as the case, this paper summarized the positive effects of positive township leadership behavior. The institution effects of that is to gradually realize Socialist market economic system based on town enterprises privatization and division of town government and town enterprises. As a result, the number of town enterprises of S town increased, the scale expanded, the speed accelerated, and realized institution of S town leadership behavior. Meanwhile, negative township leadership behavior leaded some negative effects, such as slow process of market-orientation, unsustainability of town enterprises development:severe environment pollution problems of industrial enterprises, limitation of useful industrial land, low content of science and technology of industrial enterprises, unbalance development of industry, lack of institution of suitable market-orientation town enterprises, and so on. After that, this paper analyzed the reasons of negative effects caused by negative township leadership behavior:non-institutionalization. Based on theory of New Institutional Economics, the author believed institution has the functions of regulating persons and expending people’s limited rationality. The functions of institution for economy development include:reducing transaction costs, creating the conditions for cooperation, providing encouragement, and internalizing externality. The main measures of institutionalization of township leadership behavior contain:double performance evaluation of town economy development and sustainable development, market-orientation and privatization in the field of public fairs, the cooperation of banks and enterprises with financial system reform, the establishment of village banks. |
