Research On Online Police Supervision Mechanism Of Public Security Organs

With the rapid development of science and technology,information technology supported by the Internet and big data has become one of the remarkable characteristics of the development of the times.Informatization is not only an important symbol of economic modernization,but also an important means of social management modernization.Since September 2003,the construction of the "Golden Dun" project of the Ministry of Public Security has been officially launched,information-based policing strategy has been fully developed in the national public security organs.At present,information technology has been integrated into all aspects of public security work and team building.The development of online public security services,online law enforcement,online research and Adjudication has become a new normal.In the process of deepening the new policing operation mode dominated by informationization,the Ministry of Public Security listed the national online policing supervision system of public security organs as a key informationization construction project in the 12 th Five-Year Plan for the construction of national public security equipment in 2013.The police supervision departments of public security organs at all levels actively adapted to the change of policing operation mode and actively explored the establishment and informationization of policing aircraft.A new mode of online police supervision and policing,which is adapted to the system and matches the duties and tasks of on-site supervision.Based on the new public management theory,the public choice theory and the new public service theory,using the methods of literature analysis,normative analysis,historical research and comparative research,this paper first introduces the basic situation of the implementation of online police supervision in public security organs,and analyses the online police in Zhejiang,Beijing,Henan,Jiangsu,Guangdong,Chongqing and other provinces and municipalities.The similarities and differences in the process of carrying out the work of police supervision are discussed.Taking the implementation of online police supervision of NC City Public Security Bureau as an example,the problems existing in the operation of online police supervision mechanism of grass-roots public security organs are analyzed concretely,the problems in the work are found out,and the experiences and practices of the construction and application of online police supervision mechanism of advanced provinces and municipalities are used for reference,and the improvement of online police is put forward.Several measures of the supervision mechanism provide reference for the grass-roots cities like NC Public Security Bureau to further improve the work of online police supervision.
