With the rapid development of the social economy,the main players in the labor market are diversified,the labor relations are constantly complicated,and the contradictions of labor relations are increasingly prominent.The adjustment of labor relations by a single administrative means can no longer meet the needs of the market economy.The introduction of social forces has become an inevitable choice for resolving labor disputes and maintaining the harmonious and stable labor relations under the conditions of market economy.The Party Central Committee,the State Council,the Guangdong Provincial Party Committee,and the Guangdong Provincial Government all emphasize in the relevant documents on the construction of harmonious labor relations with Chinese characteristics that the main objective and task of building harmonious labor relations with Chinese characteristics in the new era is to "speed up and improve the working mechanism of Party Committee leadership,government responsibility,social coordination,enterprise and workers' participation,and legal protection".Pingshan District of Shenzhen City,with its strong late-comer advantage,strives to explore a new path in the social management of labor relations,introduces social forces to resolve labor disputes,and makes Pingshan District's social forces play a huge role in preventing and mediating labor disputes.With the help of Pingshan District as an opportunity for provinces and municipalities to build a comprehensive experimental area of harmonious labor relations,this paper summarizes the experience of social forces in Pingshan District in resolving labor disputes,analyses the problems exposed,and then puts forward suggestions for improving measures,which will enable social forces in Pingshan District to play a greater role in preventing and mediating labor disputes,and further promote the operation mode of Pingshan District.The research focus of this paper is to analyze the problems existing in the settlement of labor disputes by social forces in Pingshan District and put forward suggestions for optimization.The first chapter analyzes the domestic and foreign literatures,refines relevant theories,provides theoretical support for the social forces in Pingshan District to resolve labor disputes,and defines the concepts of social forces and labor disputes,and clarifies the main body of social forces.The second chapter is the field research to understand the Policybackground,methods and effects of introducing social forces to resolve labor disputes in Pingshan District;the third chapter points out that the social forces in Pingshan District have the problems of insufficient social organizations involved in the field of labor disputes,unbalanced development among different kinds of social forces,narrow and old fields in which social forces resolve labor disputes.At the same time,it analyzes the reasons for the above problems in the social disputes of Pingshan District.The fourth chapter draws on the advanced experience of social forces in Tianjin,Chengdu Xindu District and Shenzhen Yantian District to resolve labor disputes.The fifth chapter puts forward suggestions to improve the measures of resolving labor disputes by social forces in Pingshan District from four aspects: promoting the organizational construction of social forces,mobilizing the enthusiasm of social forces,broadening the participation path of social forces,and establishing the evaluation system of participation services.The issue of labor disputes can accumulate experience for other regions to learn from and replicate.
