Research On Optimizing The Incentive Policy For The Growth Of Young Entrepreneurs In Shaanxi Province

In recent years,with the rapid development of economy and society,entrepreneurship economy has become an important engine for China to realize innovation-driven development strategy,optimize industrial structure,improve market economic system and cultivate innovative entrepreneurship culture.Entrepreneurship is "the foundation of enriching people,the foundation of development and the source of vitality",and it is also an important form for young people to participate in social practice and a broad platform for realizing their personal dreams.Young people,with relatively high education,strong sense of self-determination,entrepreneurship,entrepreneurial potential and entrepreneurial will,are the main force to promote the national "double-creation" strategy and the main force in the field of entrepreneurship.Shaanxi Province,located in the hinterland of China,has been developing slowly for a long time.In recent years,Shaanxi Province has formulated a series of policies to promote innovation and entrepreneurship,vigorously promote support and policy guidance for young entrepreneurs,to a certain extent,improve the entrepreneurial development environment of young entrepreneurs in Shaanxi Province.Based on the survey data and information of 12 cities(districts)and thousands of young entrepreneurs in Shaanxi Province,this paper studies the entrepreneurship in Shaanxi Province by using the theories of public policy evaluation,Maslow's hierarchy of demand theory,Alfred ERG theory and other disciplines,combining the relationship among youth entrepreneurship policy,public service and entrepreneurship performance.The supporting effects and effects of policies and services are discussed.The obstacles and reasons affecting the development of young entrepreneurs are discussed.Some suggestions are made on improving the service system of entrepreneurship policies,optimizing demand-oriented service incentive policies,capital support policies based on public funds,improving business environment,improving the training of young entrepreneurs,evaluation mechanism anddemocratic participation decision-making mechanism.This paper puts forward some pertinent and operable suggestions to provide theoretical reference and adjustment countermeasures for Shaanxi provincial government and relevant departments to better support youth entrepreneurship development.
