With the deepening of the market economy development, tourism market segments, diversified tourism demand is increasingly evident. Tourism market worldwide have ushered in the " FIT " of the new trend, China’s tourism market is no exception. FIT travel is the product of a new stage of tourism development, in-depth, tourism development is inevitable. The maximum expression of tourists autonomy, participation is the prominent feature of personalized individual tourism. As individual tourists, their psychological maturity enhanced level of demand for travel is also higher, increasing demand for travel security, tourist information, tourist transportation travel in public services. The ability of individual travel and hospitality tourism public service system is perfect, has become an important indicator of national or regional tourism maturity measure.Shaanxi, the cradles of Chinese, the famous imperial ancient capital, cultural capital. Since the21st century, Shaanxi Province, total tourism revenue has maintained an average annual growth of20.7percent growth trend, higher than the province’s total economic output grew7.4percent, the tourism industry has already grown into a pillar of economic growth in Shaanxi Province, the sex industry. After30years of development, tourism public service building Shaanxi Province has made leaps and bounds. However, Nationwide, Shaanxi Province, the construction of tourism public service levels compared with other developed provinces is still a significant gap, and the pace of development of tourism in Shaanxi, Shaanxi tourism resources in the world monopoly disproportionate, tourism public service system is not perfect, low service levels, a small input into issues such as very prominent. Therefore, Shaanxi tourism development so far, its main contradiction that the majority of tourists into the growing travel demand with contradictions travel between public service behind.In view of this, this article will focus on the construction of Shaanxi Provincial Tourism Public Service System. The study includes five parts:The first chapter. Introduces the idea of forming the background, combing the relevant content scholars study tourism public service system, and discussed aspects of research methods, content, innovation and inadequate. The second chapter discusses the concepts and theories. The central concept of public service, public services, tourism, travel and other public service system to define; references herein to the theory of public goods, public choice theory, new public service theory for a detailed elaboration. The third chapter analyzes the status question of public service development and tourism in Shaanxi Province. Recalling the history of Shaanxi tourism public service development and introduction of the status quo, analyzes the development of Shaanxi tourism public service problems and causes. The fourth chapter draw on the experience of domestic and foreign tourism public service system construction. Such as tourism public service system to give full play to the leading role of the government; must continue to transform government functions, strengthening government services; should adhere to the people-oriented principle; and social institutions to introduce competition mechanism, strengthen; to innovative services, improve the technological content cooperation. Chapter Five suggestions to improve the Shaanxi tourism public service system. Respect the principles of this chapter to start construction, development of ideas, the overall objectives, and then goes from travel information systems consulting services, travel safety and security and emergency rescue systems, travel convenience services that benefit the public welfare system, public transport systems travel, tourism and supervision of administrative services system, five major systems begin detailing specific practices and countermeasures, and also proposed safeguard measures in four areas:planning and implementation of programs, organization and leadership, public finance funds, technology and talent.
