Research On Financing Policy Of Rural Infrastructure Construction In Shaanxi Province

Rural infrastructure is the basis of increasing farmers' income,ensuring food security,enhancing agricultural competitiveness and improving agricultural production efficiency.At present,the main reason for the weakness of rural infrastructure construction is insufficient construction funds.National finance is the main source of funds for rural infrastructure construction,but its scale is far from meeting the needs of stable and sustainable development of rural economy and new rural construction.It needs to mobilize a large number of private capital to invest in rural infrastructure construction.Therefore,according to the actual situation in rural areas,exploring feasible rural financing policies,promoting new financing modes and reforming and improving financing mechanism are of great practical significance to make up for the shortage of government financial funds,broaden investment and financing channels and improve the quality of rural infrastructure construction.Although Shaanxi Province has issued a series of rural infrastructure financing policies and achieved some results,such as the limitations of financing policies,the inefficiency of executing agencies,the difficulty of target group participation,and the inconsistency of policy environment.Based on the current situation and effectiveness of rural infrastructure financing policy,this paper makes an in-depth investigation and analysis of 12 villages and 6 regions in Shaanxi Province by using questionnaire survey.Based on the Smith Process Model theory,this paper investigates rural infrastructure financing in Shaanxi Province from four aspects: idealized policies,executing agencies,target groups and policy environment.Through field interviews or network interviews and the results of questionnaires,the paper finds out the problems and causes in the implementation of rural infrastructure financing policies in Shaanxi Province,and from four aspects: improving the financing policy system,strengthening the execution ability of government agencies,tilting the financing policy towards farmers,and optimizing the environment for policy implementation.The dimension of influencing the implementation of the policy is put forward,and the countermeasures and suggestions for improving the financing policy of rural infrastructure construction are put forward.
